5. POLICY AND RESOURCES 2006/07 BUDGET MONITORING To consider the report of the County Treasurer detailing the last budget monitoring report for Policy and Resources for 2006/07. 6. CHILDREN'S SERVICES CAPITAL PROGRAMME To consider the joint report of the Director of Children's Services and County Treasurer setting out proposed changes to the 2006/07 and 2007/08 capital programmes and proposals for planning consent for temporary classrooms, following decisions made by the Executive Lead Member for Children's Services on 2 April 2007. 7. CLIMATE CHANGE COMMISSION To consider the report of the Director of Environment seeking approval for the establishment of a Climate Change Commission, together with the County Council membership, terms of reference, timetable and reporting arrangements. 8. SIR HAROLD HILLIER GARDENS - DEVELOPMENT PROPOSALS To consider the report of the Director of Property, Business and Regulatory Services seeking approval to proposals for the utilisation of development funds in order to improve the infrastructure of the Sir Harold Hillier Gardens, especially accessibility and enhance visitor facilities particularly in the areas of education and sustainability | ||
9. EXCLUSION OF PRESS AND PUBLIC
Recommendation
That in relation to the following items the press and public be excluded from the meeting, as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the items there would be disclosure to them of exempt information within Paragraphs 1, 2 and 3 of Part 1 of Schedule 12A to the Local Government Act 1972, and further that in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons set out in the reports.

11. MICHAEL AUSTIN HARLICK MEMORIAL FUND - TROPHY GRANTS
To consider the exempt report of the Director of Children's Services on trophy grants as recommended by the Michael Austin Harlick Memorial Fund for young people in sport.
12. PROPOSED BORROWING UNDER THE PRUDENTIAL CODE FOR CAPITAL FINANCE AND SCHOOL BALANCES LOAN FUND FOR CHILDREN'S SERVICES PROJECTS
To consider the joint exempt report of the Director of Children's Services,
County Treasurer and Director of Property, Business and Regulatory Services
recommending to Cabinet that borrowing be approved as outlined in the report under the Prudential Code for Capital Finance, or through the School Balances Loan Fund, against anticipated capital receipts and developers' contributions.
13. TENDERS FOR PROVISION OF BANKING SERVICES
To consider the exempt report of the County Treasurer seeking approval to the re-appointment of the organisation as detailed in the report in connection with banking services to the County Council.
14. HINTON HOUSE, KINGS WORTHY PRIMARY SCHOOL
To consider the exempt report of the Director of Property, Business and Regulatory Services seeking approval to the sale of Hinton House, Kings Worthy (currently part of Kings Worthy Primary School) in order to fund a five classroom extension to the main school.
15. 239/214 HUNTS POND ROAD, LOCKS HEATH
To consider the exempt report of the Director of Property, Business and Regulatory Services seeking approval to the joint disposal of a 0.4 hectares (0.99 acres) residential site at 239/241 Hunts Pond Road, Fareham, with the adjoining land owner.
16. TERM HIGHWAY CONTRACT - AVAILABILITY OF DEPOT
PREMISES
To consider the exempt report of the Director of Property, Business and Regulatory Services seeking approval to the leasing of accommodation in various County Council owned and managed depots to the successful tenderers under the Term Highways Contract.
17. LAND AT QUEENSMEAD, FARNBOROUGH, HAMPSHIRE
To consider the exempt report of the Director of Property, Business and Regulatory Services seeking retrospective approval to the areas of former highway in Queensmead and its immediate vicinity necessary for the redevelopment of the Queensmead/Kingsmead shopping centre to be disposed of on terms to be agreed by the Director of Property, Business and Regulatory Services (Head of Estates).
