You are hereby summoned to the Annual Meeting of the County Council to be held at The Castle, Winchester at 10.00 a.m. on THURSDAY 24 MAY 2007 to consider and resolve upon the business set out in the Agenda below.

There will be a short service of prayer at the beginning of the meeting.

1.Election of Chairman

To elect the Chairman of the County Council to hold office until the Annual Meeting of the Council in 2008; the new Chairman to sign the declaration of acceptance of office, to present to Councillor Mrs PA West, the outgoing Chairman, a replica badge of office in recognition of her service as Chairman, and to invite Councillor Mrs West to reply.

2. Minutes

To confirm the Minutes of the meeting held on 21 February 2007.

3. Declarations of Interest.

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

4. Appointment of Vice-Chairman

To appoint a Vice Chairman of the County Council to hold office until the Annual Meeting of the Council in 2008; the new Vice Chairman to sign the declaration of acceptance of office.

5. Chairman's Communications

To receive such communications as the Chairman may desire to lay before the Council.

6. Leader's Report

To receive such reports as the Leader of the Council may desire to bring
before the Council.

7. Questions pursuant to Standing Order 20(b)(i)

To deal with questions pursuant to Standing Order 20(b)(i) . Where a member has submitted more than one question, their second and subsequent questions will not be answered until all other members' first questions have been dealt with.

    Part I - Matters for decision

8. Proportionality and Appointments

To consider a report of the Chief Executive concerning the appointment of Chairmen and Vice-Chairmen and proportionality on committees and panels; and to make such alterations in the membership of other committees and outside bodies which are not subject to proportionality as the Council may think fit.

9. Blue Badges and Hip Dysplasia

To consider the report of the Chief Executive and Director of Environment. Minute 180 of the meeting of the Council on 21 February 2007 refers.

10. Clarification of Decision Processes and Updating of Associated Financial Limits

In line with the Council's desire to increase efficiency and reduce bureaucracy, to consider the report and recommendations of the Cabinet/Leader about actions to streamline the Council's executive decision making process and to improve internal controls.

11. Establishing a Transport Delivery Agency for South Hampshire

To consider the report of the Cabinet/Leader recommending the establishment of a statutory joint committee with Portsmouth and Southampton City Councils for this purpose.

12. Devolved Budgets to Members

To consider the recommendations of the Cabinet which is considering the enclosed report of the Head of Corporate and Legal Services and Monitoring Officer and the County Treasurer at its meeting on 21 May 2007.

13. Performance Plan 2007/08.

To consider a report of the Chief Executive recommending approval of the County Council's Performance Plan 2007/08.

14. Review of Education Provision for Deaf and Hearing Impaired Children

To receive the report of the Chief Executive drawing the Council's attention to the decision of the Executive (Lead) Member for Children's Services in February, the conclusions of the Children and Young People Policy Review Committee having subsequently called-in the decision, and further consideration of the matter by the Executive (Lead) Member.
