1. DECLARATIONS OF INTEREST

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare that personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. 4. ADULT SERVICES PERFORMANCE AGAINST NATIONAL RATINGS

6. BETTER HOUSING SOLUTIONS AND RE-PROVISION OF RESIDENTIAL SERVICES

    To consider a report of The Director of Adult Services on the Consultation process.

7. PRE-SCRUTINY - DEPARTMENT DECISION LISTS

    To give consideration to potential items from departments requiring an Executive Member/Cabinet Decision decision:

Community Safety Service: Tactical Areas of Responsibility and Protocol with

                    Hampshire Constabulary

                    The Food Service Plan

8. BLOCK CONTRACT AND SPOT PURCHASING

    In his role as Lead Scrutineer Councillor Dowden has expressed concern on the issue of Block Contracts and Spot Purchasing. He has stated that "there is concern with Hampshire wide Social Care Service on this issue because it denies local areas the flexibility and by signing to many long term contracts it takes away some flexibility and we could be held hostage by these block contract providers."

    The Committee is requested to give consideration to the inclusion of this on the work programme.

    PART 3 - WORK PROGRAMME

9. ALCOHOL - ACCESS TO APPROPRIATE SERVICES INCLUDING MENTAL HEALTH

    The Scrutiny Panel has now been established consisting of Councillors:

    Mrs. A. Edwards, R.J. Kimber, R.C. McIntosh, Mrs. A.M. McNair Scott, Sam Payne and Mrs. J.E. Porter. The first meeting of the Panel took place on 29 June 2007 with other meetings arranged for 30 July, 24 October, 9 November, 16 November and

    19 November 2007 with the final report to Committee in April 2008.

10. CARE AT THE END OF LIFE

    Two of the recommendations made by The Care at the End of Life Review Panel were:

    "The Director of Adult Services shall provide information on the way in which informal carers' assessments are requested, who conducts these and any timescales that support this process as well as the means by which the client's satisfaction is evaluated"

    and

    "In order to promote consistency in service provision, and support from front line staff, Hampshire County Council shall publish a County wide policy setting out the support to be provided to informal carers. This shall include arrangements for supporting patients and carers with social care needs where NHS continuing care is being provided"

    These recommendations relate to support to carers and fall within the remit of this Committee. It would be appropriate to follow the responses to these recommendations through as part of the Lead Scrutineer's work and contribution to the Committee's work programme.
