You are hereby summoned to the meeting of the County Council to be held at The Castle, Winchester at 10.00am on THURSDAY 12 JULY 2007 to consider and resolve upon the business set out in the Agenda below. There will be a short service of prayer at the beginning of the meeting.

1. APOLOGIES FOR ABSENCE

2. DECLARATIONS OF INTEREST.

    All Members who believe they have a personal or personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

3. MINUTES

To confirm the Minutes of the meeting held on 24 May 2007.

4. CHAIRMAN'S COMMUNICATIONS

    To receive such communications as the Chairman may wish to put before the Council.

5. LEADER'S REPORT

    To receive such reports as the Leader of the Council may wish to make to the Council.

6. QUESTIONS UNDER STANDING ORDER 20(b)

    The list of questions received will be circulated at the meeting. Where a member has submitted more than one question, their second and subsequent questions will not be answered until all other members' first questions have been dealt with.

7. APPOINTMENTS

    To make such alterations in the membership of committees, panels and/or outside bodies which are not subject to proportionality rules as the Council may think fit.

8. REVISED MODEL CODE OF CONDUCT FOR MEMBERS

    To consider the report of the Governance Committee recommending adoption of the revised Model Code of Conduct for Members.

    Copies of the new Model Code of Conduct will be available at the meeting for each Member and it is suggested that, at an appropriate juncture, Members take the opportunity to sign up to the new Code with two other Members acting as your witnesses. The Head of Democratic Services will then collect them for safe keeping. New Register of Interests forms will also need to be completed within 28 days and these will be sent electronically to Members. A copy of your previous entry will be available to you to assist you in this respect.

    9. HAMPSHIRE MINERALS AND WASTE DEVELOPMENT FRAMEWORK - `CORE' PLANNING STRATEGY

To consider the report of the Executive Member for Environment recommending adoption of the Hampshire Minerals and Waste Development Framework `core' Planning Strategy.

10. PARTNERSHIP FOR URBAN SOUTH HAMPSHIRE GOVERNANCE ARRANGEMENTS

    To consider the report of the Cabinet/Leader recommending new joint executive and scrutiny arrangements for the Partnership for Urban South Hampshire between the County Council, Southampton and Portsmouth City Councils, East Hampshire, Eastleigh, Fareham, Gosport, Havant, New Forest, Test Valley and Winchester District/Borough Councils to replace the existing voluntary arrangements.
