To consider the report of the Director of Property, Business and Regulatory Services detailing a project appraisal for the development of 44 Children's Centre's, at an estimated cost of £22.289, excluding fees and seeking approval for the appropriation of 0.05 ha (0.125 acres) at Readon Close, Petersfield from Policy and Resources use to the Children's Services for the construction of a Children's Centre.

      To consider the joint report of the Chief Executive and Director of Environment seeking approval for the completion of the Joint Agreement with Portsmouth and Southampton City Council's for the establishment of a Joint Committee for TfSH.

9. TRANSFER OF THE MANAGEMENT OF THE TOWER ARTS

CENTRE TO KINGS' SCHOOL, WINCHESTER

      To consider the joint report of the Directors of Recreation and

Heritage, Property, Business and Regulatory Services and Children's

Services concerning the transfer of the Tower Arts centre from the

Recreation and Heritage Department to Kings' School on 1 January

2008.

10. AUTHORITY TO MAKE COMPULSORY PURCHASE ORDERS FOR LAND IN EXTON AND WARNFORD A) TO PROVIDE SIGHT LINES FOR A PEDESTRIAN/EQUESTRIAN CROSSING OF THE A32 AND B) ALLOW FOR REALIGNMENT OF PEAKE NEW ROAD

To consider the report of the Chief Executive seeking authority for the

purchase of land alongside the A32 that will provide the necessary sight

lines for a pedestrian/equestrian crossing of the road and to allow for

realignment of Peake New Road using compulsory purchase orders if

the land cannot be acquired by agreement. The road crossing will be

part of the South Downs Way National Bridleway Trail that runs from

Winchester to Eastbourne.

    Recommendation

      That in relation to the following items the press and public be excluded from the meeting, as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the items there would be disclosure to them of exempt information within Paragraphs 1, 2 and 3 of Part 1 of Schedule 12A to the Local Government Act 1972, and further that in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons set out in the reports.

      To consider the exempt report of the Director of Property, Business and Regulatory Services seeking approval to the sale of "Merryfield", a surplus County Council property located on Inwood Road, Liss to Drum Housing Association and the reinvestment of the capital receipt to fund essential fire safety work in the County Council's residential homes for older people.
