2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in
any matter to be considered at the meeting must declare that personal interest and
having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the
County Council's Code of Conduct, consider whether to leave the meeting whilst the
matter is discussed. The declaration should be made at the time of the relevant debate.

5. DEPUTATIONS
The Regulatory Committee has approved a pilot scheme which involves the
suspension of Standing Order 21 to allow Members to ask questions of deputees.
This pilot scheme applies to this meeting and the procedure to be followed is set
out below:
(i) Any request for suspending Standing Order 21, to allow questions to be put,
will be taken after hearing all deputations on an agenda item and will be moved
and voted upon without debate.
(ii) Questions from Committee Members will be asked through the Chairman
who may seek the advice of the Committee's legal and the other advisers as
appropriate : the Chairman's decision on a question will be final. Questions will
be limited to matters of fact and clarification.
(iii) Local Members who request to speak at Committee may also be asked
questions.
6. DEVELOPMENT AND OPERATION OF FACILITY FOR THE
PRODUCTION OF RECYCLED AGGREGATES AND OTHER RECYCLED
MATERIALS AT FOUR DELL FARM, POLES LANE, OTTERBOURNE

To consider a report of the Chief Planning Adviser on an application for planning
permission for the development and operation of a facility for the production of
recycled aggregates and other recycled materials at Four Dell Farm, Poles Lane,
Otterbourne.
7. TYRE RECYCLING STORAGE FACILITY FOR THE STORAGE,
MECHANICAL SHREDDING, GRANULATING AND BAILING OF TYRES

To consider a report of the Chief Planning Adviser on an application for planning
permission for a tyre recycling plant and storage facility including retrospective
permission for the retention of existing portable office accommodation, fencing,
portable toilet and effluent tank at the Ashfield Tyre Depot near Romsey subject to
conditions and a Legal Agreement to not implement the existing planning permission
and control lorry routing.

To consider a report of the Chief Planning Adviser on an application for planning
permission for a change of use from a waste recycling centre to the storage of

9. REPORT ON AN INSPECTOR'S DECISION FOLLOWING A PUBLIC
INQUIRY INTO A MAP MODIFCATION ORDER TO DELETE
BAUGHURST FOOTPATH 10
To consider a report of the Director of Recreation and Heritage on an Inspector's
decision following a public inquiry into a Map Modification Order to delete
Baughurst Footpath 10 from the definitive map.
