1. APOLOGIES

2. DECLARATIONS OF INTEREST

      All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9,10,11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

5. EXCLUSION OF THE PRESS AND PUBLIC

RECOMMENDATION:

      That the public be excluded from the meeting as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the remainder of the meeting there would be disclosure to them of confidential and exempt information within Paragraphs 1-5 of Part 1 of Schedule 12A to the Local Government Act 1972, being information relating to individuals or to any consultations or negotiations, or contemplated consultations or negotiations, in connection with any labour relations matter arising between the authority and its employees, and information in respect of which a claim to legal professional privilege could be maintained in legal proceedings. Further, it is considered that, in all the circumstances, the public interest in maintaining this exemption outweighs the public interest in disclosing this information. While there may be a public interest in disclosing this information, namely transparency in the use of public resources, it is felt that, on balance, this is outweighed by other factors in favour of maintaining the exemption, namely the need to maintain confidentiality in relation to information which identifies or is likely to reveal the identity of individuals, the County Council's business or financial affairs, the maintenance of good employee relations in the interests of stability in service provision, and the protection of the Council's interests in any legal proceedings which may ensue.

6. PAY AND BENEFITS - `YES' VOTE

      To consider the exempt report of the Chief Executive, the Director of Human Resources and the County Treasurer following the outcome of the trades union ballot.

7. EQUAL PAY CLAIMS

      To receive the exempt report of the Director of Human Resources.

8. EARLY RETIREMENT POLICY FOR CHIEF OFFICERS

      To consider the exempt report of the County Treasurer and Director of Human Resources in response to legislative change.

9. JOINT NEGOTIATING COMMITTEE FOR CHIEF EXECUTIVES - NATIONAL PAY AWARD 2007/08

      To endorse the confidential report of the Director of Human Resources.
