1. RIGHTS OF WAY DIVERSION POLICY
To consider the report of the Director of Recreation and Heritage proposing that the present rights of way policy be rescinded in favour of new guidelines for applications to divert public rights of way.
2. INCREASED BUDGET FOR COUNTRYSIDE ACCESS FORUM SMALL GRANTS SCHEME
To consider the report of the Director of Recreation and Heritage on the proposal to increase from £10,000 to £20,000 the budget allocation for small grants related to countryside access.
3. INITIAL RESPONSE TO THE REPORT OF THE LIBRARY AND INFORMATION SERVICE SCRUTINY PANEL
To consider the report of the Director of Recreation and Heritage on the way forward in response to the recommendations put forward by the recent scrutiny review of the Library and Information Service undertaken by members of the Culture and Communities Select Committee.
4. CONTROVERSIAL MATERIAL IN PUBLIC LIBRARIES - CONSULTATION BY THE MUSEUMS, LIBRARIES AND ARCHIVES COUNCIL
To consider the report of the Director of Recreation and Heritage on a suggested response to the recent consultation by the Museums, Libraries and Archives Council, with particular reference to the library stock policy and accessibility to material which may be controversial.
5. FINANCIAL AND PERFORMANCE MONITORING 2007/08
To consider the report of the Director of Recreation and Heritage and County Treasurer on progress with the current year's revenue budget, with particular reference to the funding of improvements at Calshot Activities Centre and Tile Barn Outdoor Centre.
6. PARTNERSHIP FUNDING TO INDEPENDENT CHARITABLE OUTDOOR CENTRES 2008/09
To consider the report of the Director of Recreation and Heritage on proposed funding for Avon Tyrell Outdoor Centre, Ringwood; Countryside Education Trust, Beaulieu; Privett Centre; Queen Elizabeth II Silver Jubilee Centre, Bursledon; British Red Cross, Hampshire and the Gilbert White Field Study Centre, Selborne.
7. PARTNERSHIP FUNDING FOR VOLUNTARY BODIES AND OTHER ORGANISATIONS 2008/2009 - SPORT AND PHYSICAL RECREATION
To consider the report of the Director of Recreation and Heritage on proposed funding for Hampshire Playing Fields Association; Solent Sea Rescue Organisation; Hampshire Badminton Association; British Judo Association, Hampshire; Hampshire Amateur Swimming Association; Sport Hampshire and Isle of Wight; Hampshire Rugby Football Union for Women; Hampshire Hockey Association; and Hampshire Table Tennis Association.
8. COMMUNITY BUILDINGS FUND 2008/09
To consider the report of the Director of Recreation and Heritage on the proposed funding for community buildings at Crofton; Fordingbridge; Vernham Dean; Boarhunt; East Stratton; East Tisted; Gosport; and Hiltingbury.
9. PARTNERSHIP FUNDING FOR REVENUE AND PROJECT COSTS OF COMMUNITY ASSOCIATIONS 2008/09
To consider the report of the Director of Recreation and Heritage on proposed revenue support for community associations at Alton; Bishopstoke; Colden Common; Denmead; Fordingbridge; Headley Down; Horndean; Liss; Overton; Phoenix (River Way), Andover; Portchester; Springwood, Havant; Wecock, Havant; and Wickham.
10. EXCLUSION OF THE PRESS AND PUBLIC
RECOMMENDATION:
That the public be excluded from the remainder of the meeting as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during Item 11 there would be disclosure to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that, in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing information relating to the financial or business affairs of any particular person or organisation, for the reasons set out in the report at Item 11.

To consider the confidential report of the Director of Recreation and Heritage on this organisation's financial position and on interim funding arrangements.
