A. KEY DECISIONS
1. AUTHORITY TO TENDER - TEMPORARY TECHNICAL STAFF FRAMEWORK
To consider the report of the Director of Environment on proposals for a framework contract to facilitate the supply of temporary technical professional staff for delivery of maintenance and improvement scheme design, project management and implementation of highway works.
B. NON-KEY DECISIONS
2. REVENUE BUDGET MONITORING 2007/08
To consider the report of the County Treasurer and Director of Environment on progress with the environment revenue budget for the current year.
3. CAPITAL PROGRAMME 2007/08 - PROGRESS AND AMENDMENTS
To consider the report of the Director of Environment on proposed adjustments to the current year's capital programme.
4. PROJECT APPRAISAL : SOUTH WINCHESTER PARK AND RIDE
To consider the report of the Director of Environment, and attached project appraisal, on this scheme which is due for decision by the Executive Member for Policy and Resources; and on proposals for a pedestrian/cycle access and footway between the site, Otterbourne Road and Bushfield roundabout.
5. PROJECT APPRAISAL : RUMBRIDGE STREET, TOTTON
To consider the report of the Director of Environment, and attached project appraisal, on a scheme of improvements to Rumbridge Street, Totton, which is due for decision by the Executive Member for Policy and Resources; and on proposals for shared footways for use by pedestrians and cyclists.
6. PROPOSED AMENDMENT TO EAST HAMPSHIRE CAR PARKING CHARGES
To consider the report of the Director of Environment on the outcome of consultations about car parking charges undertaken by East Hampshire District Council.
7. COMMUNITY TRANSPORT
To consider the report of the Director of Environment on a range of issues related to community transport, in particular:
· Transport Service to Andover and Winchester Hospital
· Support to Hampshire Voluntary Care Groups Advisory Service
8. EXCLUSION OF THE PRESS AND PUBLIC
RECOMMENDATION:
That the public be excluded from the remainder of the meeting as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during Item 8 below there would be disclosure to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that, in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information relating to the financial or business affairs of any particular person or organisation, for the reasons set out in the report at Item 8.
9. COMMUNITY TRANSPORT (CONFIDENTIAL)
To consider the confidential section of the report of the Director of Environment on various tendering and contract issues.
