STRATEGIC PLANNING JOINT ADVISORY PANEL

A meeting of the Strategic Planning Joint Advisory Panel will take place on Monday, 28 April 2008 beginning at 2.30 pm in The Wellington Room, Elizabeth II Court, The Castle, Winchester when your attendance is requested.

Please note that the former car parking on the top deck car park, Sussex Street is now out of use because of the redevelopment of Ashburton Court. The easiest options would be either to come to Winchester by train - the Castle is within five minutes easy walk of the station; or to use the park and ride car parks at Bar End - the bus service stops directly outside the Castle. On arrival please come to reception, Room 100, Chief Executive's Department in Elizabeth II Court, where you will be issued with a visitor's pass and directed to the Wellington Room.

1. APPOINTMENT OF CHAIRMAN

To appoint a Chairman of the Panel for this meeting.

2. DECLARATIONS OF INTEREST

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in the constituent Councils' Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

To confirm the minutes of the meeting of the Panel held on 24 April 2007.

4. POINT OF CLARIFICATION - AFFORDABLE HOUSING

The last meeting of the Panel considered a report on affordable housing (Minute 56 refers). Hart District Council have asked for the information in the report to be corrected as it was considered to include out of date information on Hart's policies. They have requested the Panel Members to note that, following the approval of the first alterations, their policy is 40% of affordable housing with free service land on urban sites of 15 properties or more, or 0.5 hectares or over; and in rural areas over 5 properties or 0.3 hectares or over.

7. HAMPSHIRE COUNTY STRUCTURE PLAN : POLICY H4 MONITORING PAPER 2008

To consider the report of the Hampshire Director of Environment, the Portsmouth Strategic Director for Environment and Transport and the Southampton Director of Environment on structure plan reserve provision and the outcome of consultations.
