1. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare that personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

PART 2 - ITEMS FOR CONSIDERATION
4. SCRUTINY REVIWEW:ACCESS TO SERVICES IN HAMPSHIRE FOR PEOPLE WITH ALCOHOL PROBLEMS
To consider the report of the Alcohol Review Panel. Councillor Mrs. McNair Scott, Chairman of the Panel, will present the report.
5. TOPICS FOR SCRUTINY 2008/09 INCLUDING ITEMS FROM THE 2007/08 WORK PROGRAMME
To give consideration to suggested items for scrutiny in the forthcoming year. The 2007/08 programme included scrutiny of the optimum working relations between the County Council and the third sector, work on this has been carried out elsewhere and Jane Goodwin will give a presentation on what work has been carried out.
6. LEAD SCRUTINEER - SUGGESTIONS FOR DISCUSSION
To give consideration to discussion items suggested by lead scrutineers:

7. ITEMS FROM THE COMMITTEE'S WORK PROGRAMME
a. Community Safety Service - to receive a report and presentation regarding changes to the service from the Acting Director of Property, Business and Regulatory Services.
b. Hampshire Mental Health Service user Survey 2007 and Annual Monitoring of the Mental Health National Service Framework - to receive an update from the Director of Adult Services.
8. ANNUAL REPORT OF THE COMMITTEE 2007/08
To receive the Annual Report on progress made by the Committee in 2007/08
9. WORK PROGRAMME 2008/09
To consider a schedule setting out the proposed annual work plan for the Committee.
