2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

4. CHAIRMAN'S COMMUNICATIONS
5. SCHOOL TRAVEL PATHFINDER BID OUTCOME AND NEXT STEPS - HOME TO SCHOOL TRANSPORT
To consider a report of the Director of Children's Services and Director of Environment informing the Cabinet of the decision by the Department for Children, Schools and Families not to proceed with the pathfinder pilot and suggesting ways forward in the medium term using existing funding.
6. HAMPSHIRE LOCAL AREA AGREEMENT
To consider a report of the Chief Executive setting out progress with the Hampshire LAA and the suggested way forward to meet the Government's submission timetable.
7. AREA BASED GRANT - SAFE AND STRONG COMMUNITIES
To consider a report of the Chief Executive setting out funding proposals in relation to the work of the statutory County Strategy Group for Crime and Disorder.
8. REVIEW OF FINANCIAL REGULATIONS
To consider a report of the County Treasurer setting out revisions to the County Council's Financial Regulations, as approved by the Governance Committee, for recommendation to the full Council on 15 May 2008.
9. GOVERNMENT CONSULTATON PAPER ON PARTICIPATORY
BUDGETING
To consider a report of the County Treasurer setting out a proposed response to the Government's consultation on participatory budgeting and to agree the submission of a further report later in the year detailing options for the piloting of this approach in the County Council during 2009/10.
