To consider the report of the Director of Environment following a recent meeting of the Strategic Planning Joint Advisory Panel on the outcome of consultations relating to housing policy H4, and on the proposal that no reserve sites should be released..

To consider the report of the Director of Environment on various adjustments required within the capital programme and on the amended integrated transport capital programme.

To consider the report of the Director of Environment on proposed schemes and allocations as follows:

6. STREET LIGHTING PRIVATE FINANCE INITIATIVE CONTRACT
To consider the report of the Director of Environment on joint working, contracting and tendering arrangements for the street lighting private finance initiative covering Hampshire, Southampton and West Sussex.
7. PROJECT INTEGRA ACTION PLAN 2008-2012
To consider the report of the Director of Environment seeking approval to the Action Plan "Resource Management : Staying ahead without costing the Earth".
8. DEVELOPMENT RELATED TRAVEL PLANS
To consider the report of the Director of Environment on the proposed guidance document and on arrangements for charging developers for advice on travel plans.
9. PROPOSED INCREASE IN INSPECTION FEES FOR ROAD MAKING AGREEMENTS UNDER SECTION 38 OF THE HIGHWAYS ACT 1980
To consider the report of the Director of Environment on a proposed increase in the level of design check/inspection fees associated with the construction of new estate roads.
10. PROJECT APPRAISAL : ANDOVER ACCESSIBILITY - BRIDGE STREET/LONDON STREET/WINCHESTER STREET
To consider the report, with attached project appraisal, on accessibility and environmental improvement works in the Bridge Street, London Street and Winchester Street areas of Andover at a total estimated cost of £864,000.

RECOMMENDATION:
That the public be excluded from the remainder of the meeting as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during Items 12 and 13 there would be disclosure to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that, in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing the information relating to the financial or business affairs of any particular person or organisation, for the reasons set out in the reports at Items 12 and 13.

To consider the exempt report of the Director of Environment on the proposal to write-off an outstanding debt owed to the County Council.
