    1. APOLOGIES FOR ABSENCE

      To receive any apologies for absence.

    2. DECLARATIONS OF INTEREST

    All Members who believe they have a personal or prejudicial interest in any matter to

    be considered at the meeting must declare that interest and, having regard to the

    circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's

    Code of Conduct, consider whether to leave the meeting whilst the matter is discussed,

    save for exercising any right to speak in accordance with paragraph 12 of the Code.

    The declaration should be made at the time of the relevant debate.

    5. DEPUTATIONS

    The Regulatory Committee has approved a scheme which involves the suspension of

    Standing Order 21 to allow Members to ask questions of deputees. Standing Order 21

    will be suspended to allow questions of clarification of facts to be put to all deputations

    on an agenda item. Questions from Committee Members will be asked through the

    Chairman who may seek the advice of the Committee's legal and the other advisers as

    appropriate : the Chairman's decision on a question will be final. Local Members who

    request to speak at Committee may also be asked questions.

    6. CONSTRUCTION OF A 200 METRE LONG ALL WEATHER ATHLETICS

    TRACK WITH LONG JUMP, FENCING, FLOODLIGHTING AND

    ASSOCIATED ENGINEERING WORKS AT WYVERN TECHNOLOGY

    To consider a report of the Head of Planning and Development on an application for

    planning permission for the construction of an all weather athletics track including long

    To consider a report of the Head of Planning and Development on an application for

    8. RECONSIDERATION OF THIS COMMITTEE'S DETERMINATION OF TWO

    APPLICATIONS FOLLOWING A DECISION OF THE COURT OF APPEAL IN

    THE CASE OF R (ON THE APPLICATION OF WINCHESTER COLLEGE AND

    HUMPHREY FEEDS LIMITED) V HAMPSHIRE COUNTY COUNCIL AND THE

    SECRETARY OF STATE FOR ENVIRONMENT, FOOD AND RURAL AFFAIRS

    To consider a report of the Director of Recreation and Heritage on the reconsideration of

    this Committee's determination of two applications following the decision of the Court of

    Appeal in the case of R (on the application of Winchester College and Humphrey Foods

    Limited) ) v Hampshire County Council and the Secretary of State for Environment, Food

    and Rural Affairs.

    9. PROPOSAL TO RECORD A PUBLIC BRIDLEWAY BETWEEN WATERY LANE

    AND `TRYPLETS' IN CROOKHAM VILLAGE PARISH

    To consider a report of the Director of Recreation and Heritage on a proposal to record a

    public bridleway between Watery Lane and `Tryplets' in Crookham village parish.

    10. APPLICATION FOR A DEFINITIVE MAP MODIFICATION ORDER TO

    RECORD A FOOTPATH FROM THE ODIHAM ROAD TO THE BASINGSTOKE

    ROAD VIA POUND COPSE , HECKFIELD

    To consider a report of the Director of Recreation and Heritage on an application for a

    Definitive Map Modification Order to record a Footpath from the Odiham Road to the

    Basingstoke Road via Pound Copse, Heckfield

    11. APPLICATION FOR A PUBLIC PATH DIVERSION ORDER FOR PART OF

    FOOTPATH NO. 1 IN THE PARISH OF BISHOPS WALTHAM

    To consider a report of the Director of Recreation and Heritage on an application for a

    Public Path Diversion Order for part of Footpath No. 1 in the Parish of Bishops Waltham.

    12. REQUEST FOR DELEGATED POWERS FOR OFFICERS TO WAIVE NON-

    COMPLIANCE IN APPLICATIONS MADE UNDER SECTION 53 (5) OF THE

    WILDLIFE AND COUNTRYSIDE ACT 1981

    To consider a report of the Director of Recreation and Heritage requesting delegated

    powers for officers in the Rights of Way section when processing applications made under

    section 53(5) of the Wildlife and Countryside Act 1981 that do not comply with the

    requirements of Schedule 14 to that Act, to decide whether or not non-compliance in any

    particular application should be waived.

    13. FOOTPATH AT BRIDGEMARY SCHOOL, GOSPORT - RECISION OF

    DECISION THAT A SPECIAL EXTINGUISHMENT ORDER BE MADE

    To consider a report of the Director of Environment on the recision of the decision made at

    the Regulatory Committee meeting on 5 January 2005 that a Special Extinguishment Order

    be made in respect of a Footpath that runs between the School grounds.
