    All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. 5. DEPUTATIONS

The Regulatory Committee has approved a scheme which involves the suspension of Standing Order 21 to allow Members to ask questions of deputees. Standing Order 21 will be suspended to allow questions of clarification of facts to be put to all deputations on an agenda item. Questions from Committee Members will be asked through the Chairman who may seek the advice of the Committee's legal and the other advisers as appropriate : the Chairman's decision on a question will be final. Local Members who request to speak at Committee may also be asked questions.

To consider a report of the Head of Planning and Development on an application for planning permission to construct a concrete recycling site at CA Transport, Old Stockbridge Road, Grateley, near Andover.

    To consider a report of the Head of Planning and Development on an application for planning permission for a proposed revision of planning permission 07/89521 to enable retention of the existing transfer bay for dry recyclables, and the erection of a `Dutch Barn' style building in place of the open netted bays previously approved.

To consider a report of a Director of Recreation and Heritage on reconsideration of this Committee's determination of two applications following the decision of the court of appeal in the case of R (on the application of Winchester College and Humphrey Feeds Limited) v Hampshire County Council and the Secretary of State for Environment, Food and Rural Affairs.

10. APPLICATION FOR A MAP MODIFICATION ORDER TO RECORD A PUBLIC FOOTPATH BETWEEN ST VALERIE ROAD AND PARK ROAD IN GOSPORT BOROUGH

To consider a report of the Director of Recreation and Heritage on an application for a definitive map Modification Order for the addition to the definitive map of a footpath between St Valerie Road and Park Road in Gosport Borough.

11. APPLICATION FOR A MAP MODIFICATION ORDER TO RECORD TWO PUBLIC FOOTPATHS NORTH OF EDWARD AVENUE IN BISHOPSTOKE PARISH

    To consider a report of the Director of Recreation and Heritage on an application for a definitive map Modification Order for the addition to the definitive map of two footpaths north of Edward Avenue in Bishopstoke Parish.

12. PROPOSED DEDICATION OF A PUBLIC FOOTPATH AT CHURCH LANE IN BURSLEDON PARISH

    To consider a report of the Director of Recreation and Heritage on a proposal for the dedication of a footpath at Church Lane in Bursledon Parish.

13. PROPOSED DEDICATION OF A PUBLIC FOOTPATH AT SCHOOL ROAD IN BURSLEDON PARISH

    To consider a report of the Director of Recreation and Heritage on a proposal for the dedication of a footpath at School Road in Bursledon Parish.

14. APPLICATION FOR A PUBLIC PATH DIVERSION ORDER FOR FOOTPATH NO. 2 AND PART OF FOOTPATH NO.1 IN THE PARISH OF BRAISHFIELD

    To consider a report of the Director of Recreation and Heritage on an application for a Public Path Diversion Order for part of Footpath No. 1 and part of Footpath No.2 in the Parish of Braishfield.
