1. APOLOGIES FOR ABSENCE

To receive any apologies for absence.

    2. DECLARATIONS OF INTEREST

    All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

To confirm the Minutes of the meeting of the meeting held on 14 July 2008.

    4. CHAIRMAN'S COMMUNICATIONS

    The Chairman will report on planned visits to three establishments on the rise of the Panel meeting on 13 January 2009.

    5. CAPITAL, REVENUE AND NEW DEAL FOR SCHOOLS BUDGETS

        To consider the report of the Acting Director of Property, Business and Regulatory Services recommending proposals to maximize the strategic impact of the resources available and additions to the capital repairs work programme.

6. PROCUREMENT INITIATIVES

        To consider the report of the Acting Director of Property, Business and Regulatory Services recommending a number of new procurement initiatives relating to the delivery of building construction work and the maintenance of the County Council's corporate estate.

    7. HAMBLE COMMUNITY SPORTS COLLEGE, POST-16 PROVISION - PROJECT APPRAISAL

        To consider the report of the Acting Director of Property, Business and Regulatory Services recommending approval of the design project appraisal for the proposed stand alone post-16 sixth form college at this site.

8. ARSON REDUCTION AND VANDALISM STRATEGY ANNUAL REVIEW

        To consider the report of the Acting Director of Property, Business and Regulatory Services recommending renewal of the joint funded strategic partnership between the County Council and the Hampshire Fire and Rescue Service until October 2012.

    9. STRATEGY FOR THE BUILT ESTATE

        To receive the report of the Acting Director of Property, Business and Regulatory Services reviewing mid-year against the agreed strategy for 2008/09.

    10. SPRINKLER SYSTEMS - OPERATIONAL AND MAINTENANCE COSTS

        Pursuant to minute 256(d) of the previous meeting, to receive the report of the Acting Director of Property, Business and Regulatory Services on monitoring arrangements being put in place on a pilot basis for review in Spring 2009.

    11. SERVICES TO HAMPSHIRE SCHOOLS AND PERFORMANCE AGAINST 2007-12 SERVICE LEVEL AGREEMENT

        To receive the report of the Acting Director of Property, Business and Regulatory Services concerning property services provided by the County Council as landlord and the associated benefits for schools.

    12. INITIATIVES TO ENCOURAGE HEALTHY EATING IN SCHOOLS

        Pursuant to minute 254 of the previous meeting, to receive the report of the Acting Director of Property, Business and Regulatory Services concerning the work being done to promote healthy eating in schools.

    13. PROCUREMENT INITIATIVES - INTERIM PROGRESS REVIEW

        To receive the report of the Acting Director of Property, Business and Regulatory Services on progress with procurement arrangements for the County Council's building construction work in the current year.

    14. MAJOR PROJECTS UPDATE (PART A)

        To receive the report of the Acting Director of Property, Business and Regulatory Services.

    15. EXCLUSION OF THE PRESS AND PUBLIC

      Recommendation:

        That in relation to the following item the public be excluded from the meeting, as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item there would be disclosure to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972, and further that in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons set out in the report.
