2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

5. THE SOUTH EAST HAMPSHIRE BUS RAPID TRANSIT
This report seeks approval to submit a full business case to the Department for Transport/Department for Communities and Local Government by 31 October 2008 for the first phase of the proposed Bus Rapid Transit Scheme along the disused railway corrdior between Fareham and Gosport.

6. NEW FOREST NATIONAL PARK PLAN AND NEW FOREST NATIONAL PARK RECREATION MANAGEMENT STRATEGY CONSULTATION DRAFTS
This report seeks Cabinet approval of the proposed strategic response to the New Forest National Park Plan and the New Forest Park Recreation Management Strategy which have impacts on the delivery of the County Council's duties and responsibilities.
7. CORPORATE EFFICIENCY
This report sets out a strategic approach to address the Government's target of 3% cashable efficiency savings for 2008/09 to 2010/11 and to further embed efficiency savings into the management of the Council.
8. GREEN PAPER CONSULTATION RESPONSE - "THE CASE FOR CHANGE - WHY ENGLAND NEEDS A NEW CARE AND SUPPORT SYSTEM"
This report seeks approval for the formal response to the Green Paper consultation to be made through the report of the Personalisation Commission.
9. PROPOSAL FOR A NEW SPECIAL SCHOOL PROVISION AT CROFTON SCHOOL
This report seeks approval of prudential borrowing following the `in principle' approval of the Executive Lead Member for Children's Services on 16 October 2008 to establish resourced provision for pupils with severe Autistic Spectrum Disorder (ASD) at Crofton School, Stubbington.
10. MEDIUM TERM FINANCIAL STRATEGY 2008/09 TO 2010/11
This report seeks approval of the Medium Term Financial Strategy for 2008/09 to 2010/11, following consultation on elements of the Strategy.
11. CONSULTATION ON REFORM OF THE LOCAL AUTHORITY BUSINESS GROWTH INCENTIVES (LABGI) SCHEME
This report seeks approval of the proposed response to the consultation on the reform of the LABGI scheme for submission to the Department for Communities and Local Government.
12. AMENDMENT TO THE CONSTITUTION: STANDARDS COMMITTEE - TERMS OF REFERENCE
This report proposes a recommendation to the County Council by the Cabinet seeking an amendment to the Constitution to reflect revised Terms of Reference for the Standards Committee in response to statutory guidance issued by the Standards Board.
