1. BUILDINGS LAND AND PROCUREMENT PANEL - 13 JANUARY 2009
To consider recommendations of the Buildings Land and Procurement Panel on the following matters:-
a) Procurement Initiatives, additions/amendments to the Capital Repairs Programme and other miscellaneous approvals
b) Roman Way Primary School, Andover - Extension and Improvement Works
2. GOVERNANCE OF THE HAMPSHIRE PUBLIC SERVICE NETWORK
To consider a report of the County Treasurer on governance arrangements for the Hampshire Public Service Network.
3. PROJECT APPRAISAL: SOUTH EAST HAMPSHIRE BUS RAPID TRANSIT - PHASE 1 FAREHAM-GOSPORT (LESS EXEMPT APPENDIX - SEE ITEM 11)
To consider a report of the Director of Environment on the project appraisal for the South East Hampshire Bus Rapid Transit.

4. FINANCIAL ASSISTANCE TO VOLUNTARY AND COMMUNITY ORGANISATIONS
To consider a report of the Chief Executive on applications received from Voluntary and Community Organisations for financial assistance.
5. BUILDINGS LAND AND PROCUREMENT PANEL - 13 JANUARY 2009
To consider recommendations of the Buildings Land and Procurement Panel on the following matters:-
a) Winchester Cathedral - Support to the Improvement of the Existing Education Facilities
b) Refurbishment of Basingstoke Library
6. POLICY AND RESOURCES REVENUE BUDGET 2009/10, 2010/11 AND 2011/12 (this report will follow)
To consider a report of the County Treasurer and Chief Officers on detailed proposals for the 2009/10 budget, provisional budgets for 2010/11 and 2011/12 and a revised budget for 2008/09.
7. POLICY AND RESOURCES CAPITAL PROGRAMME 2009/10 - 2011/12 (this report will follow)
To consider a report of the County Treasurer and Chief Officers on the proposed Capital Programme for 2009/10 to 2011/12.
8. CHARITIES ANNUAL ACCOUNTS FOR 2007/08
To consider a report of the County Treasurer and Chief Executive recommending approval of the annual accounts of the seven charities for which the County Council acts as sole trustee.
9. FUTURE DEVELOPMENT OF THE HAMPSHIRE FIELD STUDY CENTRES
To consider a report of the Director of Children's Services on the future development of Hampshire Field Study Centres.
10. EXCLUSION OF PRESS AND PUBLIC
RECOMMENDATION:
That in relation to the following items the press and public be excluded from the meeting, as it is likely, in view of the nature of the business to be transacted or the nature of proceedings, that if a member of the public were present during the items there would be disclosure to them of exempt information within Paragraphs 1 & 3 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that in all circumstances of the case, the public interest in maintaining the exempt information outweighs the public interest in disclosing the information, for the reasons set out in the report.

To consider recommendations of the Buildings Land and Procurement Panel on the following matters:-
a) Major Projects Update (Part B)
b) Land Adjoining Kings Copse Primary School, Hedge End
c) The Rookwood Centre
d) Merton Rise Update
13. PROMOTION OF COUNTY COUNCIL STRATEGIC LAND HOLDINGS
To consider an exempt report of the Chief Executive on County Council Strategic Landholdings.
D. NON-KEY DECISIONS (EXEMPT/CONFIDENTIAL)
14. FINANCIAL ASSISTANCE FOR TALENTED YOUNG PEOPLE IN SPORT (SUPPORTED BY THE MICHAEL AUSTIN HARLICK TRUST)
To consider an exempt report of the Director of Children's Services recommending grants totalling £3,050 from the Financial Assistance for Talented Young People in Sport budget and £1,733 from the Michal Austin Harlick Trust.
15. SCHEDULE OF ROUTINE TRANSACTIONS
To consider an exempt report of the Acting Director of Property, Business & Regulatory Services on proposed routine transactions.
16. EXEMPT STAFFING MATTER (this report will follow)
To consider an exempt report of the Chief Executive and Acting Director of Property, Business & Regulatory Services on a staffing matter.
