2. DECLARATIONS OF INTEREST

    All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

3. MINUTES

    To confirm the Minutes of the meeting held on 19 February 2008.

4. DEPUTATIONS

No requests to make a deputation have been received.

5. CHAIRMAN'S ANNOUNCEMENTS

    To receive such announcements as the Chairman may wish to make to the Council.

6. LEADER'S REPORT

    To receive such reports as the Leader of the Council may wish to bring before the Council.

7. QUESTIONS UNDER STANDING ORDER 20(b)(i)

    To deal with questions pursuant to Standing Order 20(b)(i). Where a member has submitted more than one question, their second and subsequent questions will not be answered until all other members' first questions have been dealt with.

8. APPOINTMENTS

    a) To make alterations as required in the membership of committees and other bodies which are not subject to proportionality rules, and to make any other member appointments necessary;

    b) To consider the report of the Chief Executive concerning the appointment of the County Council's Monitoring Officer.

9. CHILDREN AND YOUNG PEOPLE'S PLAN 2009 - 2012

    Pursuant to Part 1, Chapter 4 of the County Council's Constitution, to consider the report of the Executive Lead Member for Children's Services (Education) recommending approval of the Plan.

10. HAMPSHIRE COUNTY COUNCIL 4 STAR RATING - NOTICE OF MOTION

    To consider the following Notice of Motion submitted by Councillor Perry:

    `The Council records its congratulations and appreciation to officers and staff of the Council whose efforts and commitment to their work for the people of Hampshire have again ensured Hampshire County Council is awarded the top 4 star rating by the Audit Commission - the highest rating possible including the highest rating for value for money.'
