1. APOLOGIES FOR ABSENCE
To receive any apologies for absence.
2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or prejudicial interest in any matter to
be considered at the meeting must declare that interest and, having regard to the
circumstances described in paragraphs 9, 10, 11 and 12 of the County Councils' Code
of Conduct, consider whether to leave the meeting whilst the matter is discussed, save
for exercising any right to speak in accordance with paragraph 12 of the Code.
The declaration should be made at the time of the relevant debate.

4. MINUTES OF THE MEETING HELD ON 28 JANUARY 2009
To confirm the minutes of the meeting held on 28 January 2009.
5. EVIDENCE BASE AND MODELLING
To consider the report of the Hampshire Director of Environment setting out the way
forward in order to secure necessary Government funding for planned transport
interventions and packages within the sub region in the form of an evidence base to
show that proposed schemes are the most appropriate solutions.
6. BUSINESS PLANNING
To consider the report of the Hampshire Director of Environment seeking to approve
an extension of the existing 2007-09 Business Plan to provide for business continuity.
7. ACCESS TO TIPNER
To receive a presentation from the Portsmouth Director of Environment on the Access to Tipner scheme.
8. BUDGET MONITORING 2008-09; BUDGET 2009/10 AND FINANCIAL
PROTOCOLS
To consider the report of the Hampshire Director of Environment and County Treasurer providing an update on a number of budget issues, including the likely budget outturn for the year 2008/09; to recommend revenue and capital budgets for 2009/10; to approve the financial protocols and to appoint lead authorities to deliver major capital projects.
9. REGIONAL TRANSPORT BOARD
To receive an oral update from the Hampshire Director of Environment on the Regional Transport Board meeting held on Wednesday 22 April 2009.
