2. DECLARATIONS OF INTEREST

    All Members who believe they have a personal or prejudicial interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

3. MINUTES

    To confirm the Minutes of the meeting held on 15 June 2009.

4. DEPUTATIONS

    To receive such announcements as the Chairman may wish to make to the Council.

6. LEADER'S REPORT

    To receive such reports as the Leader of the Council may wish to bring before the Council.

7. QUESTIONS UNDER STANDING ORDER 20(b)(i)

    To deal with questions pursuant to Standing Order 20(b)(i). Where a member has submitted more than one question, their second and subsequent questions will not be answered until all other members' first questions have been dealt with.

8. APPOINTMENTS

    To consider a report of the Chief Executive to make alterations as required in the membership of committees and other bodies which are not subject to proportionality rules, and to make any other member appointments necessary.

9. CONSTITUTIONAL CHANGES

    To consider a report of the Chief Executive seeking approval to changes in the Constitution.

10. APPROVAL OF THE PARTNERSHIP FOR URBAN SOUTH HAMPSHIRE BUSINESS PLAN 2009-11

    To consider the report of the Cabinet concerning the Partnership for Urban South Hampshire Business Plan for 2009-11.

11. SUSTAINABLE COMMUNITIES ACT 2007

    To consider a report of the Cabinet setting out the former Governance Committee's response to the Notice of Motion considered by the Council on 20 November 2008, having referred it to the Governance Committee for deliberation and reporting back to Council.

12. NOTICE OF MOTION

    To consider the following Notice of Motion submitted by Councillor Harrison:

    `Hampshire County Council calls upon the Strategic Health Authority to recognise the need for a public referendum on the issue of whether or not to add fluoride to tap water, to be held in the geographic area which will be directly affected by the current proposals.'
