SUMMONS
TRANSPORT FOR SOUTH HAMPSHIRE JOINT COMMITTEE
A meeting of the Transport for South Hampshire Joint Committee will take place on
Wednesday 30 September 2009 at 10.00 am in Conference Room A, 2nd Floor,
Portsmouth City Council, Civic Offices, Guildhall Square, Portsmouth PO1 2BG when your attendance is requested.
For location see Map to Portsmouth For those that drive, the nearest car park is the multi-storey pay and display car park located at the rear of the Civic Offices. On leaving the car park walk up the steps by the small bridge and the Civic Offices are on the right hand side. If you are travelling by train, the nearest station is Portsmouth and Southsea and the Civic Offices are just across the road.

To receive any apologies for absence.
2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or prejudicial interest in any
matter to be considered at the meeting must declare that interest and, having
regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the
County Councils' Code of Conduct, consider whether to leave the meeting
whilst the matter is discussed, save for exercising any right to speak in
accordance with paragraph 12 of the Code. The declaration should be made
at the time of the relevant debate.

To confirm the minutes of the meeting held on 30 June 2009.
5. 2008/09 ANNUAL GOVERNANCE REPORT
To consider the report of Alistair Rankine from the Audit Commission summarising the findings from the 2008/09 Audit Report.
6. DELIVERING A SUSTAINABLE TRANSPORT SYSTEM
To consider the report of the Hampshire Director of Environment updating on the Delivering a Sustainable Transport System workstream that the region is progressing and the resultant work that the Transport for South Hampshire has been asked to take forward on developing solutions to meet the identified transport challenges within and connecting the Hampshire Sub-Region
7. ACCESS TO THE STRATEGIC DEVELOPMENT AREAS:AT NORTH
FAREHAM AND NORTH AND NORTH EAST HEDGE END
To consider the report of the Hampshire Director of Environment reviewing the technical studies undertaken recently into the transport and access impacts of the planned Strategic Development Areas at North Fareham and North and North East Hedge End.
8. TRANSPORT FOR SOUTH HAMPSHIRE BUDGET MONITORING
REPORT 2009/10
To consider the joint report of the Hampshire County Treasurer and Director of Environment presenting the current budget outturn for the year 2009/10.
9. TRANSPORT FOR SOUTH HAMPSHIRE PERFORMANCE INDICATORS
To consider the report of the Hampshire Director of Environment considering
the issues involved in establishing a set of indicators that will, over time
provide an illustration of the trends in trip making and use of the different
transport modes across South Hampshire.
10. MODELLING UPDATE
To consider the report of the Hampshire Director of Environment on progress
with work currently on programme to allow completion of the modelling suite
to support bids for funding and allow scenario testing at the beginning of 2011
11. LOCAL TRANSPORT PLAN 3
To consider the report of the Portsmouth Director of Environment on a
proposal to produce a single Local Transport Plan Strategy to cover the
Transport for South Hampshire area for adoption by April 2011.
12. TRANSPORT FOR SOUTH HAMPSHIRE REDUCE STRATEGY
To consider the report of the Southampton Director of Environment outlining the proposed Transport for South Hampshire Reduce Strategy and seeking approval for it to be taken forward to independent peer review and consultation with key stakeholders.
13. PORT OF SOUTHAMPTON MASTER PLAN CONSULTATION
To receive an oral update from Mike Stacey of Associated British Ports.
