1. APOLOGIES FOR ABSENCE

To receive any apologies for absence.

2. DECLARATIONS OF INTEREST

All Members who believe they have a personal or prejudicial interest in any

matter to be considered at the meeting must declare that interest and having

regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the

County Council's Code of Conduct, consider whether to leave the meeting whilst

the matter is discussed, save for exercising any right to speak in accordance with

paragraph 12 of the Code. The declaration should be made at the time of the

relevant debate.

3. MINUTES

To confirm the Minutes of the meeting of the Management Committee held on

    23 October 2009.

4. CHAIRMAN'S ANNOUNCEMENTS

To receive any announcements the Chairman may wish to make.

5. DEPUTATIONS

To receive any deputations notified under Standing Order 21.

6. REPORT OF THE RIVER HAMBLE SELECT COMMITTEE

To consider the report of the River Hamble Select Committee (established by the River Hamble Harbour Board on 18 September 2009).

7. RIVER HAMBLE BUDGET 2009/10 AND 2010/11

To consider a report of the Director of Culture, Communities and Rural Affairs on the revised budget for 2009/10 and the proposed budget for 2010/11.

8. HARBOUR MASTER'S REPORT

      To consider the Director of Culture, Communities and Rural Affairs' report on incidents and events in the Harbour from 23 October 2009.

9. MARINE DIRECTOR'S CURRENT ISSUES

To consider a report of the Director of Culture, Communities and Rural Affairs
(i) on issues currently occupying the Marine Director's in-tray; (ii) seeking approval to procure aerial photographs of the River and (iii) outlining the current financial arrangements for the Moorings Management Agreement with The Crown Estate.

10. ASSET ENHANCEMENTS - WAY FORWARD

To consider a report of the Director of Culture, Communities and Rural Affairs proposing a process for developing an asset enhancement programme for the River Hamble.

11. NAVIGATIONAL SAFETY CONSULTATION

To consider a report of the Director of Culture, Communities and Rural Affairs outlining the consultation carried out in summer 2009 on navigational safety and a proposed response in respect of the minor concerns that raised.

12. PROJECTED POPULATION TRENDS WITHIN THE PARTNERSHIP FOR URBAN SOUTH HAMPSHIRE (PUSH) AREA AND POTENTIAL IMPACT UPON THE DEMAND FOR PARKING AROUND THE RIVER HAMBLE

To consider a report of the Director of Culture, Communities and Rural Affairs outlining the projected population trends for the PUSH (Partnership for Urban South Hampshire) area, following on from the report provided by the Marine Director on 26 June 2009.

13. POSSIBLE RETENTION OF ONE PATROL BOAT - COSTS AND BENEFITS

To consider a report of the Director of Culture, Communities and Rural Affairs setting out the costs and potential benefits of retaining one of the Cheetah Marine patrol boats after delivery of the recently ordered replacements.

14. REVIEW OF FEES AND CHARGES

To consider a report of the Director of Culture, Communities and Rural Affairs reviewing fees and charges that are applicable to the River Hamble.

15. ITEMS FOR FUTURE MEETINGS

To consider a report of the Director of Culture, Communities and Rural Affairs setting out the key issues which it is anticipated will appear on the River Hamble Harbour Management Committee agenda in the coming months.
