School Transport or Post-16 Transport application rejections
If your application has been rejected, you will have received a message on the Education Online Portal with a brief explanation and a listed ‘rejection reason’. This webpage offers additional detail on the newer rejection reasons currently in use.
Post-16 transport rejection reasons
Rejection Reason 1: Unmatched application details
Your application was rejected as some of the information you provided does not match the previous application you submitted.
From the information you have provided you will need to complete the full version of the application form.
You told us that the student used Post-16 Transport last year. However, the answers you gave to the four “previous usage” questions did not match what we need for the shorter version of the application form.
To complete the shorter version of the application form, you have to be able to answer Yes to all four of the following questions:
- Did the student receive Post‑16 Transport to this college/Post‑16 placement address during the 2025/26 academic year?
- If yes, was this from the same home address during the 2025/26 academic year?
- Is the student continuing on the same Post‑16 course as they attended in 2025/26?
- If yes, are the student’s needs still the same?
Some of the information you gave doesn't match last year's application. If you answer No or N/A, this means something has changed, i.e. student’s home address, college, course, or travel needs.
If you answered Yes but the details don’t match what we have from last year, we also cannot confirm eligibility using the shorter questions.
If you still believe your young person may be eligible, you will need to complete the full Post-16 Transport application. A full application will mean we can reassess the student’s circumstances. To apply again, go to the Education Online Portal and fill in all of the questions on the SEND – Post-16 Application form without skipping ahead to Step 5.
Rejection Reason 2: We cannot trace a previously approved post-16 transport application
Your application was rejected as we were unable to trace an approved application for Post-16 transport for the previous academic year.
If the young person did not receive transport during the 2025/26 academic year, we are unable to confirm eligibility through the shorter set of questions. This is because we have not been provided with enough information about the applicant’s circumstances or needs.
If you still believe your young person may be eligible, you will need to complete the full Post-16 Transport application. A full application will mean we can reassess the student’s circumstances. To apply again, go to the Education Online Portal and fill in all of the questions on the SEND – Post-16 Application form without skipping ahead to Step 5.
Rejection Reason 3: Not eligible for post-16 transport
Your application was rejected as it does not meet the criteria set out in the latest Post-16 Transport Policy.
From the 2026/27 academic year onwards, Hampshire County Council will only provide Post-16 Transport for students with SEND who are from a low-income household. This is a change of policy from previous years following public consultation.
The only exception is when a student needs the same transport arrangements they received in 2025/26, with no changes to their:
- home address
- education setting or course
- travel needs
To meet the low-income criteria, you need to be receiving at least one of the following benefits:
- Income Support,
- Income-based Jobseeker’s Allowance,
- Income-related Employment and Support Allowance,
- Support under Part VI of the Immigration and Asylum Act 1999,
- The guaranteed element of State Pension Credit,
- Child Tax Credit as long as you are not also entitled to Working Tax Credit and your annual gross income is no more than £16,190,
- Working Tax Credit run-on (paid for 4 weeks after you stop qualifying for Working Tax Credit),
- Universal Credit.
Your application did not meet the low‑income criteria. We are unable to approve your application.
Rejection Reason 4: Not enough evidence of low income
Your application was rejected as we were not able to confirm that you meet the low‑income criteria set out in the latest Post-16 Transport Policy.
To meet the low-income criteria, you need to be receiving at least one of the following benefits:
- Income Support,
- Income-based Jobseeker’s Allowance,
- Income-related Employment and Support Allowance,
- Support under Part VI of the Immigration and Asylum Act 1999,
- The guaranteed element of State Pension Credit,
- Child Tax Credit as long as you are not also entitled to Working Tax Credit and your annual gross income is no more than £16,190,
- Working Tax Credit run-on (paid for 4 weeks after you stop qualifying for Working Tax Credit),
- Universal Credit.
You may have told us that you meet the low‑income criteria; however, the evidence provided was not sufficient for us to confirm this.
For this reason, we are unable to approve your application.
Appeals
If you believe there are grounds to appeal against a decision we have made about your child or young person's transport eligibility, or the suitability of arrangements put in place, you can request a review by a senior officer.
