The Sycamore Road Flood Alleviation works were substantially completed in June 2022.
The work comprised of raising a 50 m long section of footpath to provide storm water storage inside the King George V playing fields. Low earth bunds were created along the boundary between the playing fields and the road, and provision of new drainage outlets into the existing surface water drainage system.
A small amount of pipework could not be completed in June due to its close proximity to the kerb line. This meant traffic management was required to carry out the work safely and therefore this final part of the works will be carried out in November 2022.

Overview
- The clearance of existing highway pipework and gulleys was carried out in Spring 2021.
- Phase 1 of the works in Rectory Road, carried out in May 2021, included the clearance and reprofiling of a historic ditch.
- Landscape works within the Blackwater Valley to improve the surface water flow path to the River Blackwater have been ongoing.
- Phase 2 of the works, the laying of pipework, started on the 10 December 2021 and was successfully completed on the 22 February 2022.
- Phase 3 of the works at Sycamore Road were substantially completed in June 2022, with the final part of the works to be completed in November 2022.
The works
Phase one of the works was carried out on reprofiling the historic ditch in May 2021. The works were delayed from January 2021 due to the discovery of fly tipped material, including some asbestos tiles, under the vegetation in the ditch, however this has been successfully and safely removed.
The scope of the scheme has changed slightly from the one shown at the public exhibition in that the bunding has been removed. The 2nd phase of the works, completed in February 2022, involved laying a surface water pipe from the playing field, via the car park by the bridge, to join the main surface water pipes on the north side of Rectory Road, which drain into the railway line ditches. The connection to the railway drainage system will be made by the newly cleared historic ditch. The water that emerges from the side of the railway embankment onto the eastbound footway will be intercepted before going under the railway bridge.
A further phase of work at Sycamore Road was carried out in June 2022 with the final part of the work being completed in November 2022.

Hampshire County Council has been working closely with Rushmoor Borough Council, the Environment Agency, Thames Water and Network Rail to identify and implement affordable flood risk mitigation measures to address surface water flooding at Rectory Road and Sycamore Road.
Both areas have a record of vulnerability to:
- Surface water; and
- Groundwater flooding after certain prolonged rainfall events
Even though works have been undertaken by Thames Water and Hampshire Highways in the past, there is still a residual risk of flooding at these locations.

A project appraisal of the scheme was approved by Councillor Humby Executive Member of Environment and Transport on 20 November 2020.
The report provides an overview of the scheme, estimated scheme costs of around £475,000 and available funding from central government, the Thames Regional and coastal Committee and Hampshire County Council.
