Hampshire SEND Local Offer

The SEND Local Offer comes from Section 30 of the Children and Families Act 2014. This primary legislation places a statutory duty on local authorities in England to publish and review comprehensive information about the education, health, and care services available for children and young people with special educational needs and disabilities (SEND).

The specific legal and operational requirements for the SEND Local Offer are further outlined in Part 4 of the Special Educational Needs and Disability Regulations 2014 and the statutory ⁠SEND code of practice: 0 to 25 years.

The SEND Local Offer | Hampshire CTSH brings into one place, information about services and the support available for children and young people from birth to 25 who have special educational needs and disabilities, and their families.

It is good practice to be transparent and provide information regarding the services provided. Early years and childcare providers are required to publish their SEND Local Offer to Hampshire families.

If a provider is in receipt of Early Years Education funding, they must publish a SEND Local Offer as a requirement of the Early Years Education Funding Payment Terms and Conditions.

If a provider wants to claim for SEN Inclusion Funding, they must publish a SEND Local Offer as a condition of receiving the funding.

Also, if a provider receives grant funding from Services for Young Children, then there may be the requirement to publish a SEND Local Offer as part of the terms and conditions for being awarded the grant.
