Pay a Penalty Charge Notice
Hampshire County Council is responsible for on-street parking and bus gate enforcement in all local districts with the exception of Southampton and Portsmouth. For enquiries relating to these areas please contact the relevant authority directly.
Where to pay or challenge your PCN (parking fine)
If you have received a Penalty Charge Notice (PCN) there will be a PCN number on the front. Each PCN number is prefixed by two letters.
All PCN’s issued by Hampshire County Council have PV at the start of the number. Only enter ‘PV’ in the box provided.
If your PCN starts with any other prefix, it has not been issued by Hampshire County Council. Please refer to the instructions on the PCN.

PV
A Penalty Charge Notice (PCN) will be issued if a vehicle does not comply with the regulations shown by the signs and markings on the highway.
The amount you have to pay will depend upon how soon you pay the penalty charge notice:
- If you pay within 14 days of issue, the charge can be reduced by 50%.
- If no payment is received within 28 days of issue, we will apply to DVLA for the registered vehicle owner's name and address. On receipt of this information, we will send a notice to owner (NtO).
If no appeal has been lodged or payment made 28 days after the NtO, a charge certificate is issued and the charge increases by 50%.
