Digital access and local delivery in rural Hampshire

This section outlines practical strategies to help reduce resident's reliance on transport. While these approaches can support certain journeys, it's important to recognise that they may not fully address the needs of all residents, particularly those experiencing social isolation.

Digital inclusion ensures that everyone, regardless of age, income, or location, can access and use the internet confidently. In rural Hampshire, this is especially important because:

  • many essential services (GP appointments, banking, benefits, shopping) are now online
  • lack of digital access can lead to social isolation, missed opportunities, and increased reliance on transport
  • digital exclusion is closely linked to poverty, poor health, and limited mobility

The Digital Inclusion Action Committee supports the UK Government’s goal of ensuring universal access to digital technologies, especially in underserved rural areas.

Supporting older and digitally excluded residents

Many older residents or those with disabilities may struggle with internet access or digital devices. Age UK's Offline and Overlooked campaign highlights the need for inclusive digital services and support for those who prefer offline options.

Improving access to goods without travel

Amazon Lockers

Amazon Lockers are secure self-service lockers for parcel collection which can reduce the need to travel to collect deliveries. They can be installed at a location with public access and parking, e.g. village halls, shops, or community centres

Supporting local shops through delivery

Local shops can:

  • receive deliveries for residents
  • offer click-and-collect services
  • act as parcel collection points

This supports local businesses and reduces travel for residents, especially those without cars or with mobility issues.
