- Hampshire County Council has appointed M Group to deliver improvement works on Brook Lane, Sarisbury Green. The main works have now been completed in May 2026, with barriers currently in place at the crossing points. The zebra crossings will become operational following inspection and approval by the Road Safety Audit team.

Hampshire County Council have implemented two zebra crossings on Brook Lane, located on either side of the access to Fareham Community Hospital. The scheme includes buildouts at each crossing point to help reduce vehicle speeds and footway widening, enhancing pedestrian accessibility.
The new pedestrian facilities are designed to provide safe and convenient access to key local destinations, including Fareham Community Hospital, Brook Lane GP Surgery, and the Royal Mail Sarisbury Green Delivery Office.

Why we are proposing to make changes to Brook Lane
- the combination of high traffic volumes, significant numbers of lorries and HGV’s and general traffic speed make challenging conditions for pedestrians
- this creates an intimidating environment for people walking and discourages walking as a travel choice.
- new zebra crossings and traffic-calming measures will help make the road safer and more welcoming.
- we believe more people would walk if conditions were better, based on these issues and also following discussions with the hospital and local doctors’ surgery.
This proposal supports Hampshire County Council’s Local Transport Plan 4, which aims to create a transport system designed around people. The plan focuses on improving health, wellbeing, and quality of life for everyone.
Key objectives include:
- planning for people and places, not just vehicles
- reducing reliance on private cars by offering better travel choices
- promoting active, healthy lifestyles
Hampshire County Council appointed M Group Highway to carry out the investigatory highway night works on Brook Lane which were undertaken in June 2025.
The following investigation works were undertaken:
- Investigation coring survey. Workers drilled small holes in the road to take samples. (These samples help them understand the road’s condition);
- Ground radar surveys to identify underground utilities;
- Trial holes. Carefully dug holes in the ground to see what the material make-up is. (These holes help plan for safe and efficient roadworks/repairs);
- Skid resistance testing to measure the surface grip levels of the current road.
- Other Works
- In support of these works, amendments to existing on-road parking arrangements through changes to the relevant Traffic Regulation Orders are required. A separate statutory consultation on these proposed revisions has recently been undertaken. No objections were received. Please read the Decision Record for full details.
- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
