A27 Segensworth Link - Walking and Cycling Improvements

Hampshire County Council appointed Mildren Construction Ltd has successfully completed the first stage of the improvement works on the A27 Segensworth Link (southbound) between M27 Junction 9 and the A27 Segensworth roundabout. This stage of work included the removal of the existing parapet and installation of a new temporary parapet, along with upgrades to the roadside safety barriers.

The improvement works began on Monday 16 February and completed on 7 March 2026, ahead of schedule. Please view the before, after and completion visuals.

As part of the improvement works, the overnight road closure and traffic management on 7 March was utilised by the Hampshire County Council maintenance team to repair potholes and other minor road defects. Using the road closure helped to deliver the essential road maintenance work efficiently and minimised disruption to road users.

The works completed will enable the next phase of works to take place later in the year to provide a new walking and cycling route between Segensworth and Whiteley. 

Scheme overview

The proposed scheme will extend the shared-use footway from M27 Junction 9 along the A27 to a point south of the railway overbridge, where a shared-use ramp will connect with the existing walking and cycling infrastructure that runs east-west beneath the A27 Segensworth Link. This revised scheme will improve functionality for both pedestrians and cyclists over the previously proposed footway scheme, providing a continuous shared-use connection for walking and cycling between Whiteley and Segensworth.

The scheme also includes an enhanced parapet on the bridge over the Southampton-Portsmouth railway line to ensure a safe environment for users of the new link.

This project aligns with the goals outlined in the Local Transport Plan 4 (LTP4), which aims to create a more sustainable and accessible transport network. Specifically, the scheme will:

  • Provide more space for people to walk;
  • Improve the local environment and air quality;
  • Increase accessibility to local shops and services for all.

In the interim, alternative safe walking routes for those wishing to travel between Parkway South Roundabout and Segensworth Roundabout are available using the existing footway network identified in this map.

Funding Arrangements
Funding to support the delivery of the scheme has been received from Active Travel England through Tranche 4 of its Active Travel Fund (ATF4). Additional funding for the scheme will also be drawn from the North Whiteley major development area section 106 (s106) agreement secured as part of the planning permission granted for the development, which included a financial contribution to improve local walking and cycling access between Segensworth and the new development, including a new pedestrian/ cycle link adjacent to the A27 Segensworth Link.
