Hampshire County Council appointed M Group Highway to carry out improvement works along the A3090 Winchester Road, near Halterworth Lane. Works have been completed in September 2025. Please see the before and after visuals (MS Sway).

The construction works included the following:

  • widening of the pedestrian and cycle access between Silverwood Rise and Winchester Road
  • footway widening to 3 metres between St Swithun's Cottage and The Mandarin Chef restaurant
  • realignment of the Halterworth Lane junction with Winchester Road
  • improving the uncontrolled crossing at Halterworth Lane junction, including the installation of tactile (bumpy) paving for improved pedestrian safety and visibility for road users
  • resurfacing of Halterworth Lane for approximately 50 metres from the junction with Winchester Road
  • relocation of road/traffic signs to fit the new layout
  • installation of bollards to prevent vehicle access to footways 
Scheme overview

The scheme aims to improve accessibility at the A3090 Winchester Road/Halterworth Lane junction and promote healthier travel options, such as walking and cycling, for short trips.  Please view the technical plans.

Improvements include:

  • Widened Footway on A3090 Winchester Road: The footpath on the south side of A3090 Winchester Road will be expanded to accommodate both pedestrians and cyclists.
  • Improved Crossing at Halterworth Lane: The crossing over Halterworth Lane will be realigned to offer better visibility and safety for users.
  • Widened Footway for Abbotswood Residents: The footpath from Abbotswood to Winchester Road via Silverwood Rise will be widened for shared use for pedestrians and cyclists.

By widening footways to accommodate both pedestrians and cyclists, and improving crossings for better visibility and safety, this scheme supports Hampshire County Council Local Transport Plan 4 (LTP4) goals of encouraging walking and cycling for short trips. These enhancements not only improve safety and accessibility but also promotes sustainable travel, which are key priorities of the LTP4.


Approval to progress with implementation of the scheme was given at the Executive Lead Member for Universal Services Decision Day & Executive Member for Highways and Waste Decision Day on 3 March 2025. Please read the Decision Report.


Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
