Hampshire County Council have appointed Rocon Contractors Ltd to carry out investigatory highway works to support the design of the proposed signal-controlled crossing on Anstey Road, located just northeast of the junction with Anstey Mill Lane.

Works expected to start on 3 June for two days, permitted Working Hours: 9:30am to 3pm.

The following investigation works will be undertaken:

  • Investigation coring survey; drilling small holes in the road to take out samples; (These samples help us understand the road’s condition and material layers).

Temporary traffic lights will be in place under manually control daily from 9:30am - 3pm during these works. Existing pedestrian access to Anstey Park will be maintained. A temporary pedestrian diversion will be in place along Anstey Road. 

Advance warning signs will be in place and emergency vehicle access will be maintained at all times. Please note that the works are weather dependent and may need to be re-arranged at short notice in the event of adverse weather.

Scheme Overview

The Anstey Road crossing improvement scheme will deliver a new signal‑controlled puffin crossing at the junction of Anstey Road, improving safety and accessibility for pedestrians, wheelchair users and cyclists. 

The scheme will particularly benefit people travelling to and from local schools, colleges, the nursery and Anstey Park, especially during busy drop‑off and pick‑up times. It will make every day journeys easier and safer for students, parents, carers and local residents, improve access to leisure facilities and local events, and create a safer, more continuous active travel route between Treloar College and Alton town centre. By doing so, the scheme encourages more people to choose walking and cycling for short local trips.


This scheme supports Hampshire County Council’s Local Transport Plan 4 by improving safety and accessibility for people walking, wheeling and cycling at a key junction on Anstey Road. The new crossing makes every day local journeys safer and easier, encourages active travel, and helps reduce reliance on private car use by supporting healthier, more sustainable travel choices for people of all ages and abilities.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
