Scheme Overview

A new zebra crossing is proposed on the B2177 Winchester Road in Waltham Cross to improve safety and access for residents. The crossing will provide a safe and convenient route between the eastern side of the road and a well-used open space and local play area. This will enable people to cross more easily and support everyday journeys for those visiting the play area or nearby amenities.

By introducing a clearly defined crossing point, the scheme will reduce informal crossing and improve safety for all road users.

This scheme supports the objectives of the Hampshire County Council’s Local Transport Plan (LTP4), which aims to create safer, more accessible and sustainable transport networks. The proposal contributes to LTP4 by improving road safety, particularly for vulnerable users, and by removing barriers to walking. By making it easier and safer to access local amenities, the scheme encourages active travel and supports healthier, more connected communities.

Funding Arrangements

Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals.  In the majority of cases funding comes from external grants and / or Section 106 contribution from developers.  This funding usually has conditions that strictly control on how, where and when it can be spent.
