Traffic Regulation Order - Public Notice

Hampshire County Council advertised a Traffic Regulation Order (TRO)proposing no‑entry restrictions at the junction of Crows Nest Lane and Winchester Road, Botley. You can still read the public notice.

Scheme Overview

Following feedback from community engagement, resident correspondence, and discussions with the local councillor and Botley Parish Council, we are proposing to introduce a modal filter on Crows Nest Lane to improve safety. We believe the road is becoming increasingly unsuitable for the growing volume of traffic, largely due to nearby housing developments.

A modal filter restricts through-access for motor vehicles while keeping the route open for people walking, cycling, and mobility users. Residents will still be able to reach their properties by vehicle.

To ensure the modal filter does not negatively impact essential services, we will consult with emergency services (such as ambulance, fire, and police) and waste collection teams. This consultation will form part of the Traffic Regulation Order (TRO) process required to implement the scheme. We will also engage directly with affected residents in the immediate area to ensure their access needs are fully considered.

Funding Arrangements

Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
