Hampshire County Council is advertising a traffic order proposals to introduce parking measures across Andover. Please read the public notice, link below:

Scheme Overview

The scheme will deliver improvements to pedestrian and cycle facilities between Andover town centre and residential areas to the east via a route along London Road, Batchelors Barn Road, Acre Path and Vigo Park. The scheme will add to the network of high-quality walking and cycling routes connecting to the town centre, the railway station, local schools and surrounding neighbourhoods.  The improvements are designed to make it easier for people to choose walking or cycling for short, everyday journeys such as commuting, school trips and local shopping.

The route forms part of a primary walking and cycling corridor identified in the Test Valley North Local Cycling and Walking Infrastructure Plan (LCWIP). The improvements will help create safer, more direct and more attractive routes for people walking, wheeling and cycling, that will enable many more people to safely enjoy active travel, bringing environmental and health benefits. This route will link to improved facilities along Western Avenue currently being developed, as well as a planned route to Walworth Business Park and Picket Piece.

The scheme will deliver improvement works at four key locations, to be implemented in two phases:

Phase 1: September – December 2026

Vigo Park entrance (Acre Path / Recreation Road): the park entrance will be widened to create safer, clearer routes between Acre Path and Vigo Park for people walking and cycling. Crossing points and visibility at the junction will also be improved, alongside resurfacing works.                Please see the technical plan.
London Road (Admirals Way / Springfield Close): crossing points over side roads will be improved, with better links between London Road, nearby homes, shops and bus stops. Changes will also improve walking and cycling connections, with on-street parking adjustments.              Please see the technical plan.

Phase 2: summer 2027

Acre Path / Batchelors Barn Road junction: improvements will make it easier and safer to move between Acre Path and Batchelors Barn Road. Works include better crossing points, kerb realignment and resurfacing of the road and footways.
Batchelors Barn Road / London Road junction: a raised table and new informal crossing points will make crossing the road safer and easier for pedestrians and cyclists. The junction will be reduced in size to shorten crossing distances, with nearby parking changes to improve visibility.


This scheme supports Hampshire County Council’s Local Transport Plan 4 (LTP4)  by making walking and cycling safer, more direct and more attractive for short, everyday journeys. By improving key routes, junctions and crossing points, the scheme encourages active travel, helps reduce reliance on private cars, and supports healthier, low‑carbon travel choices for the local community.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
