Hampshire County Council is planning improvements to make it easier and safer for people to walk, wheel (use a wheelchair or mobility scooter) and cycle in Andover. The scheme will improve the route connecting Western Avenue, Folly Roundabout, and Charlton Road, helping people travel more safely without needing a car.
The scheme complements the Test Valley Borough Council Masterplan for Andover, especially the Western Avenue and Riverside Park project, by improving local connections and access to green spaces. It also aligns with the Northern Test Valley LCWIP 2025 delivering improvements to the local network (see sections 100.1.6 and 100.1.7).
Key Features:
- new walking and cycling route; a grade separated path will be built for people walking, wheeling and cycling from the Western Avenue underpass to Folly Roundabout and linking to Charlton Road. This will help keep everyone safer by keeping them away from busy traffic
- safer road crossing; a new parallel crossing for walking, wheeling and cycling will be created on the Charlton Road arm of the roundabout and there will be improvements to the crossing of Western Avenue, by the roundabout. This will provide facilities so that people walking, wheeling and cycling can cross more easily and safely
- better local connections; the route will make it easier to get to schools, shops, and bus stops, helping more people choose walking or cycling instead of driving
This scheme helps deliver the goals of Hampshire County Council's Local Transport Plan 4 (LTP4), which aims to create a cleaner, safer, and more inclusive transport system by 2050.

- helping people live healthier, more active lives
- making it easier for everyone to get around, especially without a car

The report summarises key findings from the feedback survey which took place from Monday 3 November until 11:59pm on Sunday 21 December 2025. We invited input from the local community to share their views on proposed improvements at Folly Roundabout in Andover. You can still read the information pack that accompanied the survey.
The scheme aims to improve facilities for walking and cycling between West Street and Folly Roundabout, provide safe and convenient crossings at junctions along the route, and encourage active travel for short and medium journeys helping to improve health and reduce vehicle emissions. It will also link to existing routes north of Andover Town Centre and complement Test Valley Borough Council’s Riverside Park regeneration scheme.
- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
