Hampshire County Council has appointed M Group, to undertake the highway improvement works on Kingsclere Road, Basingstoke.

The works will involve the construction of a new parallel crossing, located between Fullbrook Drive and Lancaster Road, to make it easier for pedestrians and cycle users to cross Kingsclere Road. Traffic calming features will be installed on Kingsclere Road on the approaches to the crossing to reduce traffic speeds.  Various other improvements will be completed locally, including streetlighting upgrades, a new bus shelter and footway resurfacing.   

The main works started on Monday 1 June for a duration of approximately five weeks.

From 1 June there will be temporary traffic lights in place 24/7 on Kingsclere Road, to allow safe construction of the footway improvements.  Permitted working hours are between 7:30am and 6:30pm on Monday to Friday and between 8:00am and 4:00pm on Saturdays.  No noisy works are permitted before 8am and no works will take place on Sundays. Pedestrian access will remain available throughout the works. 

Toward the end of the construction period, there will be a need to complete final road resurfacing works under night-time road closures.  Permitted hours for night closures are 8pm to 6am Monday to Friday.  For the safety of the public and the workforce, road closures are necessary for completing these works and due to the traffic sensitive nature of Kingsclere Road, undertaking the road closures at night is necessary to minimise congestion around the town centre. 

From late May there will also be some associated utility works in the area, to install electrical connections for the crossing, complete streetlight improvements and relocate the north-side bus shelter.

Scheme Overview

The Chapel Hill development is located south of Kingsclere Road, just northwest of Basingstoke town centre. A transport assessment supporting the planning application for this development showed that an additional crossing point over Kingsclere Road is needed. This crossing will make it easier for people to move between the development and the South View area, including getting to local schools and shops.  

The scheme will deliver this crossing point, in the form of a parallel crossing which gives priority to pedestrians and cycle users crossing the road.  The crossing will be located between Fullbrook Drive and Lancaster Road, and will provide improved connectivity on existing routes within the local active travel network.  Please view the location plan.

This proposal supports Hampshire County Council’s Local Transport Plan 4 (LTP4), which aims to improve accessibility and connectivity in the region.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
