Scheme overview

The 'Safer Roads to School' initiative in Four Marks aims to enhance non-motorised travel to and from Four Marks Primary School. Commissioned by Hampshire County Council, Havant Borough Council is developing a scheme to improve safety and accessibility for the local community. Please see the location plan.

Objectives of the Scheme

  • Improve Safety: Adding gateway features and enhancing footways to create a safer environment for children walking or cycling to school.
  • Calm Traffic: Replacing speed limit boundary signs with gateway features and reducing turning angles to help calm traffic.
  • Enhance Drainage: Improving drainage systems to reduce water accumulation and make pathways safer during wet weather.
  • Improve Pedestrian Access: Reducing crossing times at the Hawthorn Road junction for easier and safer road crossing.
  • Encourage Non-Motorised Travel: Promoting healthier, more sustainable travel options by improving infrastructure for walking and cycling.
  • Enhance Road Markings: Clearer road markings to guide both pedestrians and drivers, reducing the risk of collisions.
  • Create a Greener Environment: Grass seeding to improve the visual appeal of the area and contribute to a healthier environment.

Proposed Improvements

Kitwood Road School Access Area: Upgrading footways, pedestrian guard rails, drainage gullies, grass seeding, and road markings.
Hawthorn Road Junction: Reducing the turning angles into Kitwood Road, widening the existing footway, installing new drainage gullies, and adding timber bollards.

This scheme aligns with the goals of Hampshire County Council's Local Transport Plan 4 (LTP4), which focuses on creating safer, more sustainable travel options and improving infrastructure to support non-motorised travel.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
