Scheme overview

Improvements are proposed at the Mill Street / Twyford Road junction in Eastleigh to make it safer and easier for people to walk or wheel to and from Eastleigh Town Centre.

The scheme proposal includes an informal crossing at the junction (bellmouth). The road would be narrowed and the kerb realigned, reducing the distance pedestrians need to cross and improving visibility between road users.

These improvements would help create a safer and more comfortable environment for pedestrians, particularly for those with mobility needs, and support easier access to the town centre.

This scheme supports the objectives of the Hampshire County Council’s Local Transport Plan (LTP4), which aims to create safer, more accessible and sustainable transport networks. It contributes to LTP4 by improving conditions for walking and cycling, encouraging active travel, and helping to reduce reliance on short car journeys. By providing a more direct, safer and better-quality route, the scheme supports healthier lifestyles, improves local connectivity, and enhances the overall public space.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
