We are inviting the local community to share their views on proposals to create better spaces for people walking, wheeling and cycling in northeast Romsey. Your feedback will help shape the final design. The online survey is open from noon on Monday 1 June and closes at 11:59pm on 12 July 2026.
Hampshire County Council is developing proposals to create safer routes across Romsey, connecting neighbourhoods with key destinations. The scheme aims to provide more travel choice, reduce reliance on the car and support a more connected community, with the first phase planned for 2027.

Hampshire County Council is developing a series of improvements in Romsey to create safer, more attractive routes for people to walk, wheel (using a wheelchair or mobility scooter) and cycle for everyday journeys in the town.
Plans focus on linking new and planned housing developments with existing neighbourhoods, schools, local shops, the town centre and the railway station. Two walking and cycling routes will be created using existing quiet streets, existing shared use paths and new crossings and sections of shared use path to join these together.
By delivering targeted upgrades across key locations, the scheme aims to give more choices to people travelling in Romsey, reduce dependence on car travel, and support a more connected travel network for the community.
The plans will be developed in phases, with phase 1 planned for delivery in 2027 and will collectively deliver a significant part of the planned network identified in the Test Valley (south) Local Cycling and Walking Infrastructure Plan.
Proposed Improvements:
Phase 1
- Nelson Close to Canal Walk – widened shared used path improving access towards the railway station and town centre.
- Woodley Lane to Mercer Way – new parallel crossing over Cupernham Lane, short sections of shared use path to link Mercer Way and Woodley Lane via the new crossing, improved pedestrian crossings over Woodley Lane, Mercer Way and New Road.
- Richmond Lane to Homefield - extension and improvement of existing shared use path along Cupernham Lane. New parallel crossing (it looks like a zebra crossing where people walking and people cycling can cross the road side by side) over Cupernham Lane. Measures to reduce speeding in Cupernham Lane.
Later phases (order of delivery to be determined)
- Ganger Farm Lane to Woodley Close – improved crossings and connections between new developments and existing estates.
- Anstey Road to School Road – new priority crossing and link supporting safer movements across Braishfield Road for people walking and cycling.
- Waverley Close to Fairview Drive – accessibility upgrades along existing shared use path.
- Woodlands Gardens to Viney Avenue – upgrade crossing to create link for people cycling to cross Winchester Road.
These improvements directly support the aims of Hampshire County Council Local Transport Plan 4 (LTP4), which places strong emphasis on creating healthier, low carbon, and more resilient travel networks.
LTP4 prioritises:
- increasing walking and cycling for short everyday journeys
- reducing car dependency, particularly in growing communities
- supporting sustainable access to schools, local services, transport links
- creating safe, inclusive streets that encourage active travel for all ages
- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
