Scheme overview

Hampshire County Council is developing proposals to improve the public space along High Street (B3400) in Overton. The scheme will look at how the area can be better managed to support everyone who uses it, including people walking, cycling, and those travelling through the village. High Street is a key route between Whitchurch and Basingstoke and also serves as a centre for local shops, businesses, and community activity. The scheme aims to make the village centre safer, more accessible, and more pleasant for all users, while maintaining access for local traffic. The proposals support the objectives of Hampshire County Council’s Local Transport Plan 4 (LTP4), which promotes safer, healthier and more sustainable travel.

The key objectives of the scheme are to:

  • Reduce the impact of vehicle speeds and create a safer, more people-focused environment
  • Improve accessibility along the B3400 corridor for people walking and cycling

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
