Hampshire County Council appointed Rocon Contractors Ltd, who carried out the construction works to install two zebra crossings on Reading Road South. 
The crossings are located between Haywood Drive and Velmead Road, and to the south of Florence Road. Minor works were also undertaken to upgrade the existing crossing points at the side road junctions of Velmead Road, Florence Road and Basingbourne Road.

The works are being delivered in three phases.

Phase 1 - completed
Reading Road South (between Velmead Road and Courtmoor Avenue), installing a new zebra crossing. 
Velmead Road junction at Reading Road South, construction of an uncontrolled crossing point which will include installation of tactile (bumpy paving), new kerbs and resurfacing of the pavement.

Phase 2 - completed
Reading Road South (to the south of Florence Road), upgrading the existing uncontrolled crossing by installing a new zebra crossing.
Florence Road and Basingbourne Road (junction at Reading Road South) construction of an uncontrolled crossing point which will include; installation of tactile (bumpy paving), new kerbs and resurfacing of the pavement.

Phase 3 - completed
Reading Road South (Between Dunsford Avenue and Rounton Road) resurfacing of the road.

Scheme overview

The aim of the scheme is to improve safety and make it easier for people to walk along Reading Road South. The improvements will also support better east-west connectivity across this part of the town. This will be achieved through the proposed installation of two zebra crossings, one near Velmead Road and another near Florence Road, providing safer routes to local schools, bus stops, and residential areas.  

This scheme was approved for implementation by the Director of Universal Services on 30 October 2025. Please see the Decision Record.

In addition to the two proposed zebra crossings, some minor works (are proposed to improve the existing dropped kerb crossings at the side road junctions of Velmead Road, Florence Road and Basingbourne Road to make it easier and safer for people to cross these roads.

The crossing near Velmead Road: this zebra crossing is designed with a wider footprint so that in the future it can be upgraded to a parallel crossing (which will be suitable for use by pedestrians and cyclists).  This would support the provision of a planned cycle route (Route 150) within the LCWIP (Local Cycling and Walking Infrastructure Plan).

This scheme aligns with the objectives set out in the Local Cycling and Walking Infrastructure Plan (LCWIP) for Hart and supports the wider goals of Hampshire County Council’s Local Transport Plan 4 (LTP4), which prioritise sustainable transport, improved safety, and active travel infrastructure.


Hampshire County Council advertised public notices for the proposed zebra crossings on Wednesday 27 August 2025. The consultation period closed on Wednesday 24 September 2025.
Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
