A new pedestrian crossing is planned to improve safety and encourage walking in the local community.

Hampshire County Council has appointed Rocon Contractors Ltd to carrying out investigation works ahead of the main improvement works. This will involve a camera survey of the existing drainage chamber. 

Following these investigations, the main improvement works will convert the existing uncontrolled crossing into a zebra crossing on Sandy Lane, to make it safer and easier for people to walk between Crookham Park and Church Crookham Junior School. The scheme aims to create a safe and direct walking route that supports active travel for children, families, and the wider community. The works will be undertaken during the school holidays to help minimise disruption to the school and local community.

The works to install the zebra crossing will include installing tactile paving (bumpy paving), resurfacing sections of the road and pavement, refreshing road markings, installing belisha beacons, and realigning the kerb at the Sandy Lane and Oakwood junction.

Schemes Overview

A new controlled pedestrian crossing is proposed on Sandy Lane in Church Crookham to make it safer and easier for people to walk between Crookham Park and Church Crookham Junior School. The scheme aims to create a safe and direct walking route that supports active travel for children, families, and the wider community.

The Director of Universal Services formally approved the Project Appraisal on 28 November 2025 to implement the scheme. Please view the Decision Report.

The proposed crossing is designed to:

  • make it safer to walk to school, especially during busy drop-off and pick-up times
  • encourage walking and reduce car dependency, supporting healthier lifestyles and reducing congestion
  • make travel easier for people with disabilities, older residents, and those with visual impairments
  • connect the community by linking homes, schools, and local services more effectively

This scheme aligns with the objectives set out in the Hart Local Cycling and Walking Infrastructure Plan (LCWIP) and supports the wider goals of Hampshire County Council’s Local Transport Plan 4 (LTP4), which prioritise sustainable transport, improved safety, and active travel infrastructure.

Works expected to commence Summer 2026.


Hampshire County Council advertised public notices for the proposed zebra crossings on Wednesday 27 August 2025. The consultation period closed on Wednesday 24 September 2025.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
