Smannell Roundabout Improvements, Andover

Accessibility Improvements for walking, cycling, scooting and wheeling.

Last update: March 2025

Schemes Overview

Scheme to improve access to the Knights Enham Junior School by walking / cycling / scooting.  The proposed improvements would be a new crossing north of A343 Newbury Road / Smannell Road roundabout, and a new footpath link between Vaspasian Road and A343 Newbury Road.

Hampshire County Council's Local Transport Plan 4 (LTP4) aims to encourage walking and cycling for short trips. These enhancements not only improve safety and accessibility but also promote sustainable travel, which are key priorities of LTP4. This scheme will improve accessibility for pedestrians and cyclists, contributing to healthier and more active lifestyles.

Please see the public notice for the new puffin crossing.

The main works expected to start summer 2025.

Approval to progress with implementation of the scheme was given at the Executive Lead Member for Universal Services Decision Day & Executive Member for Highways and Waste Decision Day on 3 March 2025. Please read the Decision Report.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
