Scheme Overview

The scheme proposal would improve the footpath and lighting around the M3 subway and along St John’s Road. The footpath either side of the subway would be upgraded with new and improved lighting to create a safer, more comfortable route. Existing lighting columns would be repositioned or replaced, with new lighting units installed.

The footpath would also be restored to its original width by clearing back overgrowth and built-up material along the edges. This would create more space and improve accessibility for people walking, wheeling, or pushing prams.

New crossing points would introduced using buildouts. These would create safer places to cross and improve visibility between pedestrians and drivers. The buildouts would be provided outside the school, located on the main pedestrian route between the school entrance and nearby residential areas.

This proposal supports Hampshire County Council’s Local Transport Plan 4 (LTP4), improving safety, accessibility, and conditions for people walking.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
