- Scheme overview, objectives and feedback
-
Hampshire County Council is developing proposals to improve pedestrian crossing facilities on the B3335 High Street in Twyford, near the Phoenix Inn and Queen Street.
The B3335 is a busy route through the village and can be difficult to cross, particularly during periods of high traffic flow. The road creates a barrier between residential areas, community facilities, bus stops, local businesses, public rights of way and routes leading towards the South Downs National Park.
The proposed scheme aims to make it safer and easier for people to cross High Street by providing a new traffic light-controlled Puffin crossing for people who are walking, using a wheelchair or mobility scooter and associated improvements to the surrounding pavements and road. The scheme aims to:
- Reduce the barrier caused by the B3335 for people walking or wheeling (using a wheelchair or mobility scooter).
- Improve safety and accessibility for people walking or wheeling crossing High Street.
- Improve access for children, older people and people with mobility impairments to cross the road.
- Encourage walking and other sustainable travel choices for local journeys.
- Improve links between Shawford railway station, Twyford village and the South Downs National Park.
- Support Twyford's role as a gateway to the South Downs National Park.

The current preferred option includes:
- A new traffic light-controlled Puffin crossing on High Street near the southern arm of Queen Street.
- Pavement widening and localised road narrowing.
- New tactile (bumpy) paving and accessible crossing facilities.
- Closure of the southern arm of Queen Street to create a safer pedestrian environment.
- Traffic light equipment, drainage and street lighting improvements.
- Road resurfacing and associated pavement improvements.
Why is this needed?
Surveys and assessments have identified High Street as a key crossing location within the village for people walking or wheeling. Existing crossing opportunities can be difficult, particularly when traffic volumes are high.
The scheme would improve connections between the eastern and western parts of Twyford, helping residents access schools, shops, bus stops, open spaces and recreational routes more easily. It would also support active travel connections to Shawford railway station and the South Downs National Park. - Next steps and funding
-
A feasibility assessment has been completed and this has identified a traffic light-controlled crossing near Queen Street as the preferred solution. The scheme has now received approval to progress into preliminary design, where the proposals will be developed further and additional technical surveys undertaken.
Hampshire County Council will continue to work with local residents, Twyford Parish Council, Winchester City Council, the South Downs National Park Authority, local businesses and other stakeholders as the scheme develops.Full capital funding is not yet secured for delivery, however discussions are ongoing regarding potential funding contributions from Twyford Parish Council, South Downs National Park, Winchester City Council and Hampshire County Council.
