Hampshire County Council will be undertaking investigatory highway works. Works will take place on Monday 14 April 2025 and Tuesday 15 April 2025, permitted working hours between 8am and 8pm.
The investigation works will consist of;- Trial holes; workers will drill small holes in the road to take out samples. These samples help them understand the road’s condition;
- Topographical works, to survey and map the land's surface to inform construction.
The permanent four-way traffic signals at the crossroads of Reading Road, Fleet Road, and Crookham Road will be switched off. Temporary four-way traffic signals will be installed to facilitate the investigation works. These works on the highway will be conducted during the permitted hours of 9:30am to 4pm.

Safety improvements are planned at the junctions along Upper Street due to a poor safety record, with a number of collisions with some resulting in serious injuries.
To address this, the safety improvements will include:
Building raised areas at the junctions with Albert Street and Clarence Road;
Introducing one-way sections to reduce conflicting movements, reduce excessive speeds, and minimise collision risks;
These improvements aim to make Upper Street safer and more convenient for walking, wheeling, and cycling. By encouraging more people to make short trips on foot or by bike, we hope to improve access to the town centre from nearby residential areas, which incorporates Hampshire County Council's Local Transport Plan (LTP4).Construction is expected to start in the summer of 2026.
- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
