The engagement survey for the proposed Walworth Road Active Travel Improvements scheme closed on 12 July 2026. Thank you to everyone who took part and shared their feedback.
The proposals aim to improve walking, wheeling and cycling links between Picket Piece and Andover town centre via Walworth Road, creating safer and more accessible routes for everyday journeys.
We are now reviewing the feedback received, which will help shape the next stage of the proposals. Further updates will be provided on this webpage as they become available.

The Test Valley (north) Local Walking and Cycling Infrastructure Plan (LCWIP) identified the need for a new cycle route to link Picket Piece with Andover town centre. This new route (route 200) will travel along Walworth Road. At the same time, the route was identified as requiring higher quality walking and wheeling* facilities. Some of this new infrastructure is being delivered in conjunction with various residential and commercial developments that have been built or are due to be built in the area. The remainder of the route is being designed and delivered by Hampshire County Council, as the Highway Authority.
*wheeling means using a wheelchair or mobility scooter.The problems:
Walworth Road is currently considered a poor environment for people walking, wheeling or cycling for several reasons, including:- A relatively high, 40mph speed limit for traffic travelling along the road
- High volumes of traffic, including large numbers of HGVs
- Narrow pavements and missing gaps in the pavement on the south side of the road, meaning people have to cross the road several times to travel from Picket Piece to Andover town centre
- Wide side streets making them difficult and dangerous to cross, with no priority for people walking or wheeling
- A lack of dedicated cycle path, especially a route segregated from the traffic.
The area around Walworth Road is considered a major employment area, yet the issues outlined above mean that it is hard for employees to travel to work by walking, wheeling or cycling.
- Scheme Proposal

Hampshire County Council’s plans include:
- A short new shared-use path along Walworth Road from Watery Lane to link to the crossing over Churchill Way
- An on-street cycle route along Pilgrims Way
- A 2-metre-wide pavement for people walking and wheeling (using a wheelchair or mobility scooter) along Walworth Road between River Way and North way
- A 3-metre-wide cycle path along Walworth Road between River Way and North Way
- Crossings which prioritise people walking, wheeling or cycling along the route
Additional plans have also been developed to fill in a current gap on the south side pavement on Walworth Road through Picket Piece. Together, these changes will deliver a continuous walking and wheeling route on the south side of Walworth Road, through Picket Piece as far as South Way.
Plans being delivered in conjunction with local developments include:
- A wide shared-use path, new crossings and a link to the existing Picket piece pavement between North Way and the edge of Picket Piece
- A new shared use path linking Strapp Road to Walworth Road.
These proposals supports Hampshire County Council’s Local Transport Plan 4 (LTP4). To promote healthier, low‑carbon journeys and align with LTP4 priorities of supporting active travel, reducing reliance on private cars, and improving overall community accessibility.
- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
