Regulation 25 - Publication of the Inspector’s Report

The Hampshire Authorities submitted the Hampshire Minerals and Waste Plan – Partial Update (the Plan) for independent examination, under Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended), in July 2024.

Following the information gathering exercises at Regulation 18 (of the Local Planning (England) Regulations 2012) stage and consultation on the Proposed Submission Plan, between January and March 2024, under Regulation 19 (of the Local Planning (England) Regulations 2012) the Plan (including the evidence base and all representations received) was submitted to the Secretary of State for independent examination in July 2024.

Examination hearings for the submitted Plan took place in February 2025 with an additional hearing regarding the Purple Haze proposed allocation in September 2025.

Following these hearings, Proposed Main Modifications to the Submission Plan were published and consulted on. All consultation responses were provided to the Planning Inspector for consideration.

The Planning Inspector has now produced his final report and provided it for publication, which concludes the examination. The Inspector’s Report is available to view below, along with a letter from the Planning Inspectorate and the final schedule of Main Modifications.

Adoption timeline

The Hampshire Authorities will now decide whether to adopt the updated Hampshire Minerals and Waste Plan. Each Authority will take the decision to full council (or their full National Park Authority) in accordance with the below timetable:

Hampshire County Council - 16 July 2026

South Downs National Park Authority - 7 July 2026

Portsmouth City Council - 14 July 2026

Southampton City Council - 15 July 2026

New Forest National Park Authority - 23 July 2026

Subject to approval at the above council meetings, the updated Hampshire Minerals and Waste Plan will be adopted across the Plan area on 23 July 2026.
