Early Years National Funding Formula (EYNFF)

EYNFF 2020/21

The DfE has published its Early Years National Funding Formula (EYNFF) Guidance in December 2016. The basis of calculation reflects the outcome of the Hampshire summer 2019 consultation with providers on the EYNFF.

Early Years National Funding Formula banding values 2020/21

There is no change to the funding formula for 2020/2021.

The rates applied to the funding formula have been updated.

The 2-year-old all-inclusive rate has been increased by 8p

The 3 and 4-year-old base rate has been increased by 9p

The 3 and 4-year-old flexibility band has been decreased by 1p

Funding rates

2 Year Old - all inclusive rate: £5.28

The rate for 2-year olds eligible for funding is an all-inclusive rate and will have NO additional banding values added.

3 and 4 Year Old - base rate: £4.07

The rate you will receive for 3 and 4 year olds is based on the following table of funding bands for flexibility and quality as agreed for the EYNFF from 1 April 2020.

Deprivation Funding

Each child will have a deprivation funding value attached to them and settings will be paid according to the children who attend as per each period funding claim. The weighting is based on Deprivation Affecting Children Index (IDACI) bandings as follows:

How providers will receive the Deprivation Funding

It is important for settings to provide correct postcodes with the addresses for children for whom they are claiming. This will be used to work out how much deprivation funding will be paid against each child’s claimed attendance. The deprivation amount will be added to your headcount claim and paid in the usual way.

The Income Deprivation Affecting Children Index (IDACI) tool will be used to allocate funding as it uses the postcode of each child. At the beginning of the following term you will be sent a notification of the amount of the IDACI payment. Please do not contact us for these details before this notification.

Early Years Pupil Premium

53p per hour

An Early Years Pupil Premium funding value will be attached to each eligible child and paid according to the children who attend as for each period funding claim. For further information visit the Pupil Premium page.

Disability Access Funding (DAF)

One off payment of £615 per year

Disability Access Funding is only for 3 and 4 year old Early Years Education Funding eligible children who are in receipt of Disability Living Allowance (DLA).


Mid/late March

The value of the base rate and the funding bands for each of the elements is set and published on this page.

By 31 March

Each registered provider is formally notified of their funding bandings and the hourly rate that will be paid to them, with an indicative budget for the whole financial year (starting on 1 April).
